City of Gibson City Council met October 16.

Call to order at 7:00 pm by Mayor Dan Dickey.

Others present: Gwen Crawford (EDG), Nic Nelson (Jacob and Klein), Jan Hall, Steven Kelly (One Earth Energy), Jeremy Darnell (GCMS), Randy Stauffer, City Superintedent.
Pledge of Allegiance: led by Alderman Greg Houtzel.
Mayor Dickey asked for any Public Comment….None expressed.
New Business: (Purpose of Special Meeting)
A.)Discussion of settlement of One Earth Energy and GCMS School District concerning the disputed real estate Tax Assessment. Mr. Nic Nelson of Jacob and Klein explained the terms of the agreement that has been reached and is pending approval of all parties involved. All interest that the City has been collecting in the One Earth Escrow Account is to be returned to One Earth Energy. Following a brief discussion, Mayor Dickey proceeded to Item B.
B.)Consideration of Ordinance 2018-O-13, approving and authorizing the execution of an agreement by and between the City of Gibson City, One Earth Energy, LLC., Gibson City-Melvin-Sibley Community Unit School District #5, Gibson City Fire Protection, the Ford County Supervisor of Assessment, and the Ford County Board of Review. Alderman Scott Davis motioned to approve Ordinance 2018-O-13, which authorizes Mayor Dickey to execute the agreement as presented, realizing that the agreement will be in effect only when all parties have signed; second by Alderman Laura Miller. MC 6/0. Alderman Greg Houtzel abstained, stating he owns property in the TIF. Alderman Dennis Pardick was absent.
Adjourn: Alderman Susie Tongate motioned to adjourn; seconded by Alderman Greg Houtzel. Council was poled with 7 ayes/ 0 against. MC
