City of Hoopeston Council met May 15.

Here is the minutes provided by the Council:

I. Call to order

Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 p.m. on Tuesday May15, 2018 at City Hall.

II. Roll call

Clerk Laneconducted a roll call. The following sevencouncil members were present:Anderson, Florek, Goodwine, Hamilton, Houmes,McElhaney and Yaden. Alderman Ankenbrand was absent. Attorney Mockbee was present.

III. Approval of Agenda

Alderman Houmes moved to approve the agenda seconded by McElhaney. Agenda was approved 7-0.

IV. Minutes from Prior Meeting

Clerk Laneread the minutes from the last meeting. The correction made was that Clerk Lane called the previous meeting to order in the absence of Mayor Crusinberry. Alderman Houmesmoved to approve minutes seconded by Yaden. The minutes were approved as corrected 7-0.

V. Presentations

None

VI. Payment of Bills

Alderman Houmes moved to approve payment of bills, seconded by Anderson. Roll call vote was taken, and bills were approved for payment 7-0.

VII. Reports of Officers

a) Alderwoman Florek reported that the water department has been working on repairs to storm tile and equipment.

b) Alderman Goodwine had nothing to report.

c) Alderman Hamiltonreported that Marvin Dobkins has been hired as a part time officer by the police department.

d) Alderman Yaden reported that employees are readying the cemetery for Memorial Day.

e) Alderman Houmes reported that employees are working on getting the pool ready for opening on Memorial Day. Also, there will be one usable tennis court and some new landscaping in McFerren Park.

f) In a matter of Bookkeeping Alderman Anderson made a motion to adopt Resolution 2018-2 that amended the 2017 MFT dollar amount. Alderwoman Florek seconded the motion and the motion passed 7-0 by roll call vote. Alderman Anderson made a motion to approve the 2018 MFT Program. Engineer Tracy Billings gave a report on the criteria used, and the streets that would be included in this year’s program. The amount of the appropriation is $65,000. Alderman Houmes seconded the motion. The motion passed by roll call vote 7-0. Anderson again reminded residents not to blow grass into the streets when mowing.

g) Alderman McElhaney presented an amended ordinance for street corner collection. After some discussion he made the motion to approve Ordinance 2019-3 which included the time allowed for collections to be from 7 am to 3 pm. There will also be fees charged and an application process as well as request made to the council for permission to do the collection. The ordinance is needed to comply with state regulations as well as safety of those collecting. Alderman Goodwine seconded the motion. Roll call vote was taken. Aldermen Anderson, Goodwine, Hamilton, and McElhaney voted aye. Florek, Houmes and Yaden voted no. The motion passed 5-3 with the mayor voting aye.

McElhaney presented information on a Peddlers Ordinance for the city. After discussion regarding background checks, fees and other questions it was decided that there were too many questions at this time and action on the Ordinance was postponed.

XII. Mayor Comments

Mayor Crusinberry reminded residents that golf carts and bicycles must obey traffic laws.

Tom Edwards has made a request to purchase lot on East McCracken that is owned by the city. Inquiries and stipulations will be looked into regarding the lot.

XIII. Public Comment

Inquiries were heard regarding the household $9 Dispatch fee and Infrastructure fees that have been imposed. Committee members are looking into options for collecting fees for households that are not billed individually for water usage.

XIV. Executive Session

None

Alderman Houmes moved to adjourn, seconded by Florek. Council was adjourned at 8:15 p.m.
