Piatt County Building and Grounds Committee met May 2.

Here is the minutes provided by the Committee:

The Building and Grounds Committee of the Piatt County Board met on Wednesday, May 2, 2018 at 9:00 a.m. in Room 104 of the Courthouse. The meeting was called to order by Chairman Randy Shumard. Attending were: Shumard, Al Manint, Ray Spencer, Bob Murrell, Sheriff David Hunt, Jennifer Harper, Eric Seibring, Scott Stephenson, Darlene Baker, Tony Kirkman, Scott Davis, Steve Hoffman, and Keri Nusbaum.

MOTION: Ray Spencer made motion, seconded by Bob Murrell to approve the minutes of the April 4, 2018 meeting as written. All in favor, and the motion carried.

Old Business The committee is collecting donations for the memorial. They cannot start the project until they have the funds.

New Business Claims were presented for April for $38,615.36.

Motion: Spencer made motion, seconded by Murrell to approve the April claims. Roll was called and all in favor. The motion passed.

IT The maintenance ticket application is installed and working. Copying the tickets to Shumard and Nusbaum has been an issue, but Davis is working on it.

Public Safety Building Maintenance has sprayed the weeds and the lights have been switched out to the LED fixtures. The boilers have been turned down, as they do every year at this time.

Piatt County Office Building Stephenson said the starters on the chillers needed to be changed out. The maintenance department was able to do the work, saving money. The Trane estimate was $7700, maintenance did the work for $1900. Shumard got estimates for removal of a hollow tree. Both bids were for $800, but one did not specify removal of the debris.

Motion: Murrell made motion, seconded by Spencer to table the tree removal bids to the next meeting, allowing Shumard to clarify the bids. All in favor, and the motion carried.

The parking lot needs to be seal coated. Stephenson had a quote from Dunn for both work during the week and the weekend. Spencer and Manint don’t feel it’s necessary to spend more to do the work on the weekend. Shumard said it would need to be done in 2 sections. Spencer asked if it should be put out for bid. Murrell said he would be more comfortable with multiple bids.

Motion: Spencer made motion to put the seal coat of the parking lot at PCOB/ Nursing home out for bid. Murrell seconds. All in favor, and the motion carried.

Courthouse The elevator is still under construction. Shumard said there are some older trees on the courthouse lawn that may need to be removed.

Mental Health Building update Tony Kirkman said they have been working for 3 years with a local flooring company in regards to poor materials in some areas of the building. They have won the appeal and new flooring will be installed in the building.

Ray Spencer said he met with Eileen Sierra-Brown yesterday. She included the parking lot repair in her grant request. She has deferred work on her cold bay in favor of repairs to the parking lot. She has requested assigned parking spaces for Piattran, but Mental Health has not agreed to that. Kirkman said dividing the parking lot is a bad idea, and a poor business model. Kirkman said she had requested 20 spots, and it doesn’t make sense to take parking spots from the Mental Health consumers. Kirkman said he is willing to compromise. Manint said it’s a county parking lot, and a county facility.

Transportation Building update No one was in attendance from Transportation no further concerns were noted.

Safety- None

Public Comments -The zoning department received a phone call asking for permission to hold a carnival on the North parking lot. The committee doesn’t have any problem with it. Seibring suggested they should call the City and check if any permits are required and that they will not block any entrance to the parking lot. The use will be contingent on their receiving approval and permits from the city.

The next building and grounds committee meeting will be June 6, 2018 at 9:00 a.m.

MOTION Murrell made motion, seconded by Spencer to adjourn. All in favor and meeting was adjourned at 9:36 a.m.
