City of Gibson City Council met April 23.

Here is the minutes provided by the Council:

Call to order at 7:00 pm by Mayor Daniel E. Dickey.

Roll Call:

Others present: City Attorney Marc Miller, City Treasurer Scott Shull, Admin. Assistant Peg Stalter, City Superintendent Randy Stauffer, Police Chief Adam Rosendahl, Police Officer Storm Crouch, Ross Brown (Ford County Record and WGCY), Steve Anderson and Dennis Troyer (American Legion), Chic Meredith (Relay for Life), Kevin Seymour and Frank Titus (Gibson Pond), and Amanda Quinlan (GAH).

Pledge of Allegiance: led by Steve Anderson.

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the corrected council minutes of April 9; seconded by Alderman Doug Parsons. MC 7-0. Corrections to April 9th minutes include TIF #2 checks payment was approved 7-0, the 1 day liquor permit for the Sand Trap on May 4th was approved for a fee of $1.00, and the Façade Grant was approved for Eckerty in the amount of $4810.00 which is half of the estimated total cost of $9620.00.

Mayor Dickey recognized visitors: 1.) Chic Meredith announced that they have applied for use of the North Park Pavilion for the Relay for Life on August 4 from approx.4 pm to 10 pm. 2.) Amanda Quinlan requested use of the North Park Pavilion for May 12th for the Annual 5K Nurses Run and will work with Randy Stauffer and the Police Department on the route, 3.) Frank Titus reported that fish hide areas will be placed in the pond for fish population growth, 4.) Steve Anderson of the American Legion requested permission to sell poppies as a fundraiser on May 19th from 9 am to noon on the corner of 8th and Sangamon and at 8th and Hwy 47. Council approved all requests.

Treasurer’s Report: City Treasurer Scott Shull presented the Financial Report as of March 2018 with no questions from the Council. He suggested to transfer funds from the general fund to the sewer fund with 5 years to repay.

Administrative Report: Admin Assistant Peg Stalter offered no report.

COMMITTEE REPORTS:

Ordinance Committee – Alderman Nelda Jordan offered no report.

Street and Alley –Alderman Doug Parsons offered no report. Randy Stauffer reported that trees downtown will be planted soon.

Police/Health, Light and Nuisance – It was noted that Alderman Brandon Roderick has moved out of his ward and is no longer able to represent that ward and that a replacement will soon be named by Mayor Dickey. Chief Rosendahl recognized Officer Storm Crouch for his involvement in the recent Barnard Davis cannabis case, resulting in an arrest and getting cannabis off the streets of Gibson.

Finance Committee –Alderman Scott Davis reported that his committee is working on the budget.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer – Alderman Randy Wyant offered no report. Randy Stauffer reported that the painting on the Alamo Water tower is beginning with Alamo paying for their logo to be placed on the tower as was previously agreed.

Parks / Buildings / Technology – Alderman Susie Tongate reported that the Pool committee is planning for a Memorial Day weekend opening.

Economic/Industrial Development – Alderman Laura Miller offered no report.

OLD BUSINESS: none

APPROVAL OF BILLS:

General Fund Bills totaling $ 121,653.68. Alderman Laura Miller motioned to approve payment of the general bills; second by Alderman Randy Wyant. MC 7-0. Alderman Nelda Jordan asked about check #46563 involving bill paid for Hollybrook and was informed that the money will be reimbursed by Hollybrook. Chief Rosendahl reported that the $350.00 was paid out of range money for Pat Celeschi firearms certification.

New Business:

Discussion, consideration, and approval of amending Liquor Ordinance to change number of licenses. (Ordinance 2018-O-02). Mayor Dickey requests that the number of Class A licenses be increased from 10 to 11 and the Club licenses be limited to a total of 2. Alderman Dennis Pardick motioned to approve Ordinance 2018-O-02 as stated, second by Alderman Susie Tongate. MC 6-0, Alderman Laura Miller abstained stating she is a licensee.

Discussion, Consideration and approval of bids for Alarm Updates at Waste/Water plant. Randy Stauffer reported receiving 2 bids; Vandevanter for $18361.00 for purchase, installation, training and registration and from Gasvoda & Assoc. for $19060.00. Mr. Stauffer recommends to accept the bid from Vandevanter not to exceed $18361.00. Alderman Randy Wyant motioned to accept the bid from Vandevanter not to exceed $18361.00 to upgrade the alarm systems; second by Alderman Doug Parsons. MC 7-0.

Discussion, consideration and approval to change farm lease. Alderman Dennis Pardick motioned to change the name on the Farm Lease to Leonard-DeWall Farms LLC, 254 E 300 North Road, Gibson City, IL. ; second by Alderman Laura Miller. MC 7-0.

ADJOURN: Alderman Susie Tongate motioned to adjourn; seconded by Alderman Scott Davis. Council was poled with 7 ayes.
