City of Gibson City Council met April 9.

Here is the agenda provided by the Council:

The meeting was called to order at 7:00 pm by Deputy City Clerk Peggy Stalter.

Others present: City Superintendent Randy Stauffer, Ross Brown, Media, Chief of Police Adam Rosendahl, Daton Getty, Getty Lawncare and landscaping, Marc Peterson, Gary Lutterbie Jordan Fish Pond, Amanda Quinlan GAH, Mike Friend Farnsworth Group and Administrative Assistant Peggy Stalter.

Deputy City Clerk asked for a motion to appoint Alderman Dennis Pardick as Mayor Pro-Tem Alderman Laura Miller motioned to appoint Alderman Pardick as Mayor Pro-Tem; second by Alderman Scott Davis. Ayes and Nays – Ayes carried.

Pledge of Allegiance was led by Chief Rosendahl.

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the minutes of March 26, 2018; seconded by Alderman Randy Wyant. MC 7-0.

Mayor Pro-Tem Pardick recognized visitors: Mike Friend Farnsworth Group.

Treasurer’s Report: No report.

Administrative Report: Administrative Assistant Peggy Stalter - No report.

COMMITTEE REPORTS:

Ordinance Committee –Alderman Nelda Jordan - No report.

Street and Alley – Alderman Doug Parsons – Meeting held on 29, 2018 Discussed trees that had been requested to be taken down but felt they were still good trees and we need to stay focused on taking down ash trees. Discussed and rejected the idea of painting numbers on the curb. Everything else will be added to and discussed in budget. Randy Stauffer brought up the question about if it is a requirement to get an appraisal on property that is being looked at to be purchased. Marc Miller said that it is not a requirement for a purchase.

Police/Health, Light and Nuisance – Alderman Brandon Roderick - No report.

Finance/Efficiency Committee – Alderman Scott Davis – No report.

Personnel Committee – Alderman Dennis Pardick – No report

Water and Sewer – Alderman Randy Wyant – Had a meeting following the Street and Alley meeting. Nothing to report on at this time.

Parks and Buildings/Technology –Alderman Susie Tongate – No report

Economic and Industrial Development – Alderman Laura Miller – No report

OLD BUSINESS: None

APPROVAL OF BILLS:

TIF #2 Bills totaling $410.53. Alderman Laura Miller motioned to approve the TIF #2 bills; second by Alderman Doug Parsons

General Bills totaling $89.599.82. Alderman Susie Tongate motioned to approve the general bills; seconded by Alderman Nelda Jordan. MC 7-0.

NEW BUSINESS:

Consideration of Eckerty’s Laundry Façade Grant Application. Doug Eckerty, owner explained he plans to remove and dispose of the current awning at the laundry mat and replace it with a similar awning like the awning at State Farm. The total cost would be $9,620.00. Alderman Scott Davis motioned to approve the grant application; second by Alderman Randy Wyant. MC 7-0.

Consideration of Planning Commission Recommendation on Marc Peterson’s property at 511 E 7th Street. Alderman Randy Wyant motioned to approve the rezoning of property located at 511 E 7th street and at the southwest corner of 7th and wood streets bearing parcel #09-11-11-430-026 comprised of lots 12, 13 and 14 of block 7 of Original Town subdivision to the City of Gibson, County of Ford, State of Illinois from R-1 residential to R-2 residential under the City of Gibson zoning ordinance. The Council hereby find the notice of the notice of the within hearing and the meeting of the Planning Commission were duly made and that the findings of the Planning Commission are by reference incorporated as herein; second by Alderman Scott Davis. MC 7-0.

Consideration of special permit for the Sand Trap in conjunction with the Rotary event on May 4, 2018. Mr. Petersen asked for a special permit to be able have an outdoor band and serving of alcohol for this event. Alderman Scott Davis motioned that the request by the Sand Trap located at 120 E First Street be granted a special permit to allow an outdoor band and serving of alcohol on May 4, 2018 as long as it is contained by a fence which is satisfactory to the Police Department. The outdoor band would end by 12:00 am or midnight; second by Alderman Doug Parsons. Chief Rosendahl asked that if asked for the music to be turned down that it stay turned down. Ayes and Nays Ayes carried with Alderman Tongate and Miller abstaining.

Consideration of North Park Playground Project and Funding Options. Alderman Scott Davis motioned to use $25,000 for concrete, rock and playground equipment for the North Park Playground Project from the Wally Lamb CD; second by Alderman Laura Miller. MC 6-0 Alderman Susie Tongate abstained.

Consideration of Resolution 2018-R-01 of Council Meeting Dates for 2018-2019 Fiscal Year. Alderman Scott Davis motioned to accept the dates: second by Alderman Susie Tongate. MC 7-0.

ADJOURN: Alderman Laura Miller motioned to adjourn; seconded by Junior Alderman Abby Spiller. Council was poled with 7 ayes/ 0 objections.
