City of Urbana Committee of the Whole met March 26.
Here is the minutes as provided by the committee:
1. Call to Order and Roll Call
There being a quorum, Chair Jared Miller called the meeting of the Committee of the Whole to
order at 7:23pm, following a special meeting of the City Council.
2. Approval of Minutes of Previous Meeting
Council Member (CM) Ammons made a motion to approve minutes from the meeting held on
March 12, 2018. Motion seconded by CM Maryalice Wu and carried by voice vote.
3. Additions to the Agenda
There were none.
4. Public Input
There was none.
5. Presentations
There were none.
6. Staff Report
There was none.
7. Resolution No. 2018-03-012R: A Resolution Accepting a Distracted Driving Grant from the
Illinois Department of Transportation
Police Lieutenant Bob Fitzgerald presented this resolution to committee. It was awarded to Urbana
Police by the Illinois Department of Transportation and is to help educate citizens about distracted
driving and the use of seat belts. Lt. Fitzgerald said STEP enforcement will take place between
April 16 and April 30. Enforcement will be in areas that are highly concentrated with vehicles and
accidents, like Route 130, Florida Avenue and Race Street. Tickets will be issued.
There was concern that tickets will be issued with fine amounts and the grant mentioned nothing
about including enforcement. CM Bill Brown asked that a line be added to the resolution stating
that enforcement is part of the grant.
CM Brown made a motion to send Resolution No. 2018-03-012R to Council with
recommendation for approval, and asked that staff incorporate enforcement in the resolution, and
to make sure it is a study. Motion seconded by CM Wu and carried by voice vote.
8. Ordinance No. 2018-03-024: An Ordinance An Ordinance Amending Urbana City Code Chapter
22 (City Tax on Beer Keg Sales to Distributors)
CM Miller recused himself from discussion and voting on this ordinance as he is employed by a
business that currently holds a liquor license in the City of Urbana. He asked CM Hazen to take
the chair.
Mayor Marlin explained that City Code requires that a brewery charge food and beverage tax to
distributors when kegs were sold to them. She said that breweries in other communities do no tax
distributors for kegs, and the only reason Urbana did is because they had not had breweries in the
past. This ordinance update City Code to remove the tax charged by breweries to distributors for
sales of kegs.
After discussion, CM Jakobsson moved to send Ordinance No. 2018-03-024 to Council with
recommendation for approval. Motion seconded by CM Wu and carried by voice vote.
9. Adjournment
CM Hazen retained the Chair, and with no further business before the committee, he declared the
meeting adjourned at 7:41pm.
