Village of Belgium Plan Commission met Jan. 22.

Here is the minutes provided by the Commission:

1) Silence all cell phones

2) Call to Order and roll call of Officers: The meeting was called to order at 7:00 pm by Village President Vickie Boehnlein. Members present were: Trustee, Clem Gottsacker, members Sheila Birenbaum, Joan Gottsacker and Danny Birenbaum, also Building Inspector Roger Kison and Village Clerk, Julie Lesar.

3) Open Meeting Law Compliance Check: This meeting is in compliance with the Open Meetings Law of the State of Wisconsin.

4) Pledge of Allegiance to the American Flag, Moment of Silence: All in attendance stood for the Pledge of Allegiance and a moment of silence.

5) Approval of Minutes:

a) Plan Commission meeting November 27, 2017 – Motion made by Boehnlein and seconded by C. Gottsacker to approve November 27, 2017 minutes. Ayes – Boehnlein, C. Gottsacker, S. Birenbaum,

D. Birenbaum, and J. Gottsacker; Noes – none, Abstain – none. Motion carried.

6) Building Inspector Report – Kison reviewed the Permit Summary Report for year end.

7) Agenda Items:

a) Discussion of Ansay Development plans for parcel 18-014-09-020.00 located west of Village Hall: Ian McCain from Ansay Development informed the Plan Commission that the approved building plans for the five and six unit apartments will not be completed. Ansay will be providing new building plans in the spring.

b) Review and approval of CUP application form Buechler Farms located at 587 S. Royal Avenue: The current draft of the CUP was reviewed and the following items were changed or revised:

i) Item 5(a) No more than forty (40) events (barn weddings, barn wedding receptions, private barn receptions and corporate barn parties) shall be conducted within a single calendar year.

ii) Item 5(c) The maximum number of attendees per event shall not exceed 225 for the north and south barn, contingent upon engineer’s structural report.

iii) Item 5(f) Any sale and consumption of alcohol shall be in compliance with Village and State license requirements. (Remove designation of restricted areas).

iv) Item 5(g) Adequate restroom facilities shall be provided in accordance to state laws and Village ordinances. Boehnlein will verify with Village Attorney, Gerry Antoine as to the requirements for the property to hook up to Village water and sewer.

v) Item 6(a) No change to the wording, the commission discussed Buechler’s plans to add a driveway on the south end of the property. Per Village Ordinance §270-48.E, “All driveways shall be surfaced with an asphaltic or portland cement pavement so as to provide a durable and dust-free surface.... Surfacing of driveway shall be completed within three years following occupancy.” Boehnlein suggested that the Buechlers submit an Ordinance Text Amendment so that the current ordinance is amended to allow for a gravel driveway that abuts a county road.

vi) Item 6(b) Sufficient on-site parking of not less than a minimum of 50 spaces plus 4 handicapped spaces shall be provided to accommodate attendees.

vii) Item 6(c) add 225 attendees.

viii)Item 7 This permit shall expire annually on December 31. A renewal permit may be granted by the Plan Commission upon application from the permit holder and a subsequent review and approval by the Plan Commission. The Plan Commission may modify the terms and conditions of the Permit as a condition for renewal.

Boehnlein made a motion to approve the Conditional Use Permit with the revised conditions as stated. Motion was seconded by C. Gottsacker. Ayes – Boehnlein, C. Gottsacker, S. Birenbaum, D. Birenbaum, and J. Gottsacker; Noes – none, Abstain – none. Motion carried.

c) Approve request to modify equipment on communication tower located on parcel # 18-015- 0900.200, 309 Commerce Street: Boehnlein made a motion to approve the request to modify the equipment on the communication tower. Motion was seconded by C. Gottsacker. Ayes – Boehnlein, C. Gottsacker, S. Birenbaum, D. Birenbaum, and J. Gottsacker; Noes – none, Abstain – none. Motion carried.

d) Motion to Adjourn: A motion to adjourn at 8:08 pm was made by C. Gottsacker and seconded by Boehnlein. Ayes – Boehnlein, C. Gottsacker, S. Birenbaum, D. Birenbaum, and J. Gottsacker; Noes – none, Abstain – none. Motion carried.
