Village of Belgium Special Village Board met Jan. 3.

Here is the minutes provided by the Board:

1. Silence all Cell Phones

2. Call to Order and Roll Call of Officers: The meeting was called to order at 7:00 pm by Village President, Vickie Boehnlein. Officers present were: Village President, Vickie Boehnlein, Trustees, Pete Anzia, Clem Gottsacker, Gail Kowalkowski, and Rose Sauers. Also in attendance were Village Attorney, Gerry Antoine and Village Clerk, Julie Lesar

3. Open Meeting Laws Compliance Check: this meeting is in compliance with open Meetings Law of the State of Wisconsin

4. Pledge of Allegiance to the American Flag, Moment of Silence: All in attendance stood for the Pledge of Allegiance and a moment of silence.

5. Consent Agenda Item:

a. Approve Resolution #1-18 to accept improvements to Bruce Krier Lane project per Memorandum of Understanding conditionally up receiving televising reports for the sanitary sewer on Bruce Krier Lane from Ansay Development: Boehnlein introduced Resolution #1-18. Gottsacker made a motion to approve Resolution #1-18 to accept improvements to Bruce Kier Lane project per Memorandum of Understanding conditionally upon receiving televising reports for the sanitary sewer on Bruce Krier Lane from Ansay Development. Motion was seconded by Sauers. Ayes – Anzia, Boehnlein, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried.

6. New Business:

a. Hearing of appeal of sex offender residency restrictions per Village Code § 227-7 (residence at 902 Main Street): Village Attorney Antoine briefly explained the purpose and process for the hearing. Antoine opened the floor to Mr. Bonney to make his presentation to the Board. Mr. Bonney explained his past offenses and history and answered questions from the Board members. Residents in attendance were allowed to ask questions and have input. Boehnlein made a motion to approve Mr. Bonney’s request for a waiver from the sex offender residency restrictions of Chapter 227 of the Village Code. Motion was seconded by Gottsacker. Ayes – Anzia, Boehnlein, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried. Attorney Antoine will draft a written decision of the hearing. Mr. Bonney may reside in the Village of Belgium after this document is signed and filed in the Village. Lesar will forward a copy of the signed document to Mr. Bonney.

7. Motion to Adjourn: Gottsacker made a motion to adjourn at 7:30 pm. Motion was seconded by Sauers. Ayes – Anzia, Boehnlein, Gottsacker, Kowalkowski, and Sauers, Noes – none, Abstain – none. Motion carried
