City of Urbana City Council met February 19. 

Here is the minutes as provided by the council:

A. Call to Order and Roll Call


     There being a quorum present, Mayor Marlin called the meeting of the Urbana City Council

     to order at 7:00 p.m.

B. Approval of Minutes of Previous Meeting

     City Council Member Miller made a motion to approve minutes from Febrary 5, 2018, the

     February 5, 2018 Special Meeting, and the February 5, 2018 Public Hearing. CM Roberts

     seconded. Clerk Smyth noted a small correction he made to the minutes on the second page

     of the Special Meeting and the motion carried by unanimous voice vote.

C. Additions to the Agenda

     Clerk Smyth pointed out that there was a revised version of the iMatter Resolution

     (Resolution No. 2018-02-005R) as provided by CCM Brown and Assistant City Attorney

     Borman.

D. Public Input

     Mayor Marlin read a proclamation honoring Milo’s Restaurant and it’s owner, Jane

     Anderson.

E. Unfinished Business

     There was no unfinished business.

F. Reports of Standing Committees

     1. Committee Of The Whole – (Council Member Bill Brown)

          a. Resolution No. 2018-02-005R: Urbana Climate Inheritance Resolution -

              iMatter

              CCM Brown spoke to his proposed additions to the resolution as sent from

              committee adding in connections to the University of Illinois and the

              community. With no objections from council members, he moved this

              amended version, seconded by CCM Wu. CCM Brown thanked the iMatter

              folks for bringing this to the city. With no further discussion, the resolution

              passed by unanimous voice vote.

          b. Resolution No. 2018-02-006R: A Resolution Approving Modifications to the

              City of Urbana Community Development Target Area – CD

              CCM Brown moved approval of Resolution 2018-02-006R, seconded by CCM

              Miller. With no discussion the motion passed by roll call vote 6-0: Ammons –

              yes; Brown – yes; Jakobsson – yes; Miller – yes; Roberts – yes; Wu – yes

          c. Resolution No. 2018-02-007R: A Resolution Approving an Amendment to

              an Urbana Home Consortium Subrecipient Agreement (Habitat For Humanity

              FY 2017-2018) – CD

             CCM Brown moved approval of Resolution 2018-02-007R, seconded by CCM

             Ammons. With no discussion the motion passed by roll call vote 6-0: Ammons

             – yes; Brown – yes; Jakobsson – yes; Miller – yes; Roberts – yes; Wu – yes

          d. Ordinance No. 2018-02-008: An Ordinance Authorizing the Sale of Certain

              Real Estate (1301 East Washington Street – R Rentals Series LLC) – CD

              CCM Brown moved approval of Ordinance 2018-02-008, seconded by CCM

              Roberts. With no discussion the motion passed by roll call vote 7-0: Ammons

              – yes; Brown – yes; Jakobsson – yes; Miller – yes; Roberts – yes; Wu – yes;

              Mayor Marlin – yes.

          e. Ordinance No. 2018-02-009: An Ordinance Approving an Agreement with

              Downtown Creations, LLC for Site Lighting Improvements Installation (111

              W. Main Street) – PW

              CCM Brown moved approval of Ordinance 2018-02-009, seconded by CCM

              Miller. With no discussion the motion passed by roll call vote 6-0: Ammons –

              yes; Brown – yes; Jakobsson – yes; Miller – yes; Roberts – yes; Wu – yes

          f. Ordinance No. 2018-02-010: An Ordinance Amending Urbana City Code

             Chapter 1, Section 1-18, And Chapter 14, Section 14-7 (Pedal Bus Fines and

             Fees) - FIN

             CCM Miller recused himself from Ordinances 2018-02-010 through 2018-02-

             012 as an employee of a business with an Urbana liquor license. CCM Brown

             moved approval of Ordinance 2018-02-010, seconded by CCM Roberts. With

             no discussion the motion passed by roll call vote 5-0: Ammons – yes; Brown –

             yes; Jakobsson – yes; Roberts – yes; Wu – yes

          g Ordinance No. 2018-02-011: An Ordinance Amending Urbana City Code

             Chapter 26 (Pedal Bus Operating License) - FIN

             CCM Brown moved approval of Ordinance 2018-02-011, seconded by CCM

              Jakobsson. CCM Wu moved to amend the ordinance to include a residential

             time limit of 10pm to 2am as noted on her modified map. Second by CCM

             Roberts. CCM Wu defined the borders of the residential area in which the

             permitted pedal buses would be excluded and accepted the suggestion of CMM

             Brown to allow passage around Lincoln Square. The amendment was

             approved by unanimous voice vote. With no further discussion the motion

             passed by roll call vote 5-0: Ammons – yes; Brown – yes; Jakobsson – yes;

             Roberts – yes; Wu – yes

          h. Ordinance No. 2018-02-012: An Ordinance Amending Urbana City Code

              Chapter 3 (Pedal Bus Operating and Liquor Licenses) – FIN

              CCM Brown moved approval of Ordinance 2018-02-012, seconded by CCM

              Jakobsson. With no discussion the motion passed by roll call vote 5-0:

              Ammons – yes; Brown – yes; Jakobsson – yes; Roberts – yes; Wu – yes

G. Reports of Special Committees

     There were none.

H. Reports of Officers

     Fire Chief Nightlinger provided City Council information on 3 items: the delivery of 5 new

     LUCAS CPR devices for automated cpr delivery, the arrival of a new firetruck 254 for the

     campus station, and the hiring of 2 new firefighters (Clark and Brown) beginning Feb. 26,

     2018. He gave a short bio for each.

     There was no new business.

J. Adjournment

     There being no further business to come before the City Council, Mayor Marlin declared the

     meeting adjourned at 7:26 p.m.
