City of Hoopeston City Council met January 2.
Here is the minutes as provided by the council:
I.Call to order
Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston at 7:00 P.M. on Tuesday January 2, 2018 at City Hall.
II.Roll call
Clerk Lane conducted a roll call. The following seven council members were present: Anderson, Ankenbrand, Florek, Hamilton, Houmes, McElhaney and Yaden. Alderman Goodwine was absent. Attorney Mockbee was present.
III. Approval of Agenda
Alderman Houmes moved to approve the agenda seconded by Ankenbrand. Agenda was approved 7-0.
IV.Minutes from Prior Meeting
Clerk Lane read the minutes from the last meeting. Alderman Houmes moved to approve minutes seconded by Florek. The minutes were approved as read 7-0.
V. Presentations
None
VI.Payment of Bills
Alderman Houmes moved to approve payment of bills seconded by Anderson. Roll call vote was taken and bills were approved for payment 7-0.
VII.Reports of Officers
a)Alderman Ankenbrand reported that there have been delays with garbage pickup due to Holidays and weather. Residents should leave the garbage out for now so it can be picked up when trucks are available.
b)Alderwoman Florek had nothing to report.
c)Alderman Goodwine was absent.
d)Alderman Hamilton made the motion to adopt the Sexual Harassment Ordinance that was recommended by the Municipal League. While the city has a written sexual harassment policy, the ordinance will be in compliance with the state mandate. Houmes seconded the motion. Roll call vote taken and Ordinance 2018-11 was approved 7-0.
e)Alderman Yaden had nothing to report.
f)Alderman Anderson asked residents to be patient regarding snow removal on streets during the extreme weather.
g)Alderman Houmes had nothing to report.
h)Alderman McElhaney made the motion to transfer ownership of a strip of land to Steve Dazey. The land is part of the abandoned railroad property behind Dazey’s property. Florek seconded the motion. Roll call vote taken and Ordinance 2018-13 Transferring the property was approved 7-0.

IX. Communications

X. Unfinished Business
Alderman Houmes asked about the status of hiring a Police Chief. The Mayor answered that the process is moving along.

XII. Mayor Comments
A large water main break occurred on New Year’s Eve on Market Street. The main is over 100 years old. When asked if TIF dollars could be used for funding the water main work the mayor stated that the city could finance the work. The infrastructure fee on water bills goes toward paying the EPA loan for the water towers upgrade and for new mains.
XIII.Public Comment
The Hoopeston Area Marching band earned a first place in marching and third in concert band in their division at the Outback Bowl. Alderman Yaden had gone as a chaperone and reported on the event.
Alderman Ankenbrand moved to adjourn seconded by Yaden. Council was adjourned at 7:18 p.m.
