Fisher Board of Trustees met Nov. 9.

Here is the minutes provided by the Board:

The Regular Board of Trustees meeting was held on 9 November 2017 at 6:00 p.m. at the Community Center. Roll call: Deer-present, Estes-present, Henderson-present, Ponton-present, Seidelman-present, Spaulding-absent, Bayler-present

Motion by Henderson 2nd by Estes to approve the agenda. Voice vote: all yes. Motion carried.

Motion by Seidelman, 2nd by Deer to approve the previous meeting minutes. Voice vote: all yes. Motion carried.

Public Comments: Nothing.

Presidents Report: Village President Bayler met with local mayors and Chapin Rose to obtain an update on the water situation with People’s Gas. The possibility of forming an alliance to hire a private firm to test wells was discussed. This coming Tuesday at 2:00 and 6:00 People’s Gas will be holding meetings at the Forest Preserve in regards to the water issue.

Paula Zwilling has expressed interest in doing a fundraiser with 4-H to raise money for playground equipment at the Little League Park.

Dave Farrar with Illinois American Water has informed the Village that they will be receiving a check within the next week.

Village President Bayler spoke to Chad Beukema regarding the Vesuvius property uptown. He stated that testing is completed each year with the EPA and there would be a possibility for grants if the Village took ownership.

Village Administrator Report was given.

Payment of Claims and Accounts:

Motion by Deer 2nd by Seidelman to approve payments of claims and accounts from the General Fund. Roll call vote: Estes-yes, Henderson-yes, Ponton-yes, Seidelman-yes, Deer-yes. Motion carried.

Motion by Estes, 2nd by Bayler to approve payments of claims and accounts from TIF. Roll call vote: Henderson-abstain, Ponton-abstain, Seidelman-abstain, Deer-abstain, Estes-yes, Bayler-yes. Motion carried.

COMMITTEE REPORTS:

Finance and TIF: The board received a TIF summary. If anyone has any questions please let Trustee Estes know. Jeremy and Trustee Estes met with Nathan White from Fisher National Bank Wealth Management. A Special Meeting will be held November 16th at 6:00 to discuss this issue.

Public Works and Water and Wastewater: Employee Ron Ragle gave the Board a written report. Trees have been marked for removal and Ameren has stated they are a few weeks out yet.

Judiciary: Nothing.

Parks and Recreation: The fireworks have been scheduled for next year on July 3rd. Jeremy will be the contact person. The Christmas parade will be December 2nd at 5:00 pm. The tennis courts will need to be resurfaced this coming Spring.

OLD BUSINESS:

NEW BUSINESS:

Motion by Estes, 2nd by Henderson to approve Ordinance 17-13 Annual Tax Levy Ordinance. Roll call vote: Henderson-yes, Ponton-yes, Seidelman-yes, Deer-yes, Estes-yes. Motion carried.

The board is in agreement to move forward with the request to vacate a public right of way on Liberty Street and homeowners will be contacted.

Motion by Henderson, 2nd by Seidelman to approve the purchase of ice control salt from Gunther Salt Company not to exceed $4,000.00. Roll call vote: Ponton-yes, Seidelman-yes, Deer-yes, Estes-yes, Henderson-yes. Motion carried.

Motion by Henderson, 2nd by Deer to approve the installation of catch basins and approximately 1,000 feet of 12 inch drainage tile from Green Street across Stalter property to the ditch not to exceed $14,000.00. Roll call vote: Seidelman-yes, Deer-yes, Estes-yes, Henderson-yes, Ponton-yes. Motion carried.
