Rantoul Village Board of Trustees met Dec. 12.

Here is the minutes provided by the Board:

A regular Meeting of the Board of Trustees of the Village of Rantoul was held at 6:00 P.M. Mayor Charles Smith called the proceeding to order.

Invocation & Pledge of Allegiance The Invocation was given by Reverend Wesley Miller, Stone Creek Church, opening the meeting with a prayer. Following the invocation, Trustee Fox led the audience in recitation of the Pledge of Allegiance.

Roll Call The Village Clerk called the roll, finding the following members present:

Mayor Charles Smith and Trustees, Hank Gamel, Sam Hall, Terry Workmen, Jennifer Fox, Rich Medlen and Chad Smith - 7.

The following representatives of Village Departments were also present: Rick Snider, Administrator; Pat Chamberlin Comptroller, Kenneth Beth, Attorney; Greg Hazel, Public Works Director; Jake McCoy Assistant Public Works Director; Luke Humphrey, Recreation Department; Ken Waters, Fire Chief, Tony Brown, Chief of Police, Brenda Runyon, Neighborhood Services Director, Katie Johnston, Human Resource Director; Rebecca Motley, Economic Development Director and Elected Village Clerk Mike Graham.

Approval of Agenda Trustee Medlen moved to approve the agenda as amended for the meeting. Trustee Hall seconded the motion. Motion carried, 6 - 0.

Presentation by Eastern Illini Electric Cooperative to the Village of Rantoul Mike Wilson from the Eastern Illini Electric Cooperative presented a check in the amount of $121.00 to Pat Chamberlin, Comptroller. This check represents refund of Capital in the Eastern Illini Cooperative.

Public Participation Wendell Golston spoke about his displeasure with the changes in Public Participation Policy that the President of the Rantoul Village Board had authorized.

Approval of the Consent Agenda by Omnibus Vote. Trustee Medlen moved for approval of the Consent Agenda and Trustee Fox seconded the motion.

Motion to approve and adopt Citizen Advisory Committee Bylaws and Citizen Participation Plan. Trustee Hall moved for approval and Trustee Gamel seconded the motion.

Motion to pass Ordinance No. 2550 An Ordinance Levying Taxes For The Village Of Rantoul, Champaign County, Illinois For The 2017 Levy Year. Trustee Medlen moved for approval and Trustee Hall seconded the motion.

Motion to pass Ordinance No. 2548, An Ordinance Amending Section 18-21 Of The Code Of Ordinances, Village Of Rantoul, Illinois, In Connection With Appointments Within The Police Department. Trustee Medlen moved for approval and Trustee Workmen seconded the motion.

Motion to pass Ordinance No. 2556, An Ordinance Authorizing And Approving A Contract For The Sale Of Real Estate Owned By The Village Of Rantoul (601 Galaxy Drive). Trustee Fox moved for approval and Trustee Medlen seconded the motion.

Motion to pass Ordinance No. 2557, An Ordinance Supplementing And Amending Chapter 8, 20 And 28 By Amending Section 8-1 And 8-95, Adding A New Section 8-103 And Amending Section 20- 282 And Section 28-23 (Animals and Chicken Hens). Trustee Medlin moved for approval and Trustee Hall seconded the motion.

The Clerk Called the Roll: YEAYS: Medlen, Gamel, Hall, Workmen, Fox – 5. NAYS: Chad Smith – 1. ABSENT: None.

The Motion Carried by Roll Call Vote 5- 1.

Public Announcements Luke Humphrey, Director of Recreation Department, announced that the Annual Seniors Holiday Dinner would be on Thursday December 14, 2017 at Noon and Breakfast with Santa at the Village of Rantoul Youth Center would be on Saturday, December 16, 2017 from 8 A.M. – 12 P.M.

New Business “None.”

Motion to enter into closed session pursuant to 5 ILCS 120/2 (C) 6, to consider the setting of a price for sale or lease of property owned by the public body.

Trustee Medlen moved for approval and Trustee Workmen seconded the motion. The Motion Passed by Roll Call Vote of 6 – 0.

The Rantoul Village Board entered into Closed Session at 6:25 P.M.

The Rantoul Village Board returned into Open Session at 6:51 P.M.

Adjournment Trustee Workmen moved for adjournment and Trustee Medlen seconded the Motion.

The Clerk Called the Roll and the Motion Passed 6 – 0.

The Rantoul Village Board of Trustees adjourned at 6:53 P.M.
