Rantoul Village Board of Trustees met Nov. 7.

Here is the minutes provided by the Board:

A regular Study Session of the Board of Trustees of the Village of Rantoul was held at 6:15 P.M. Mayor Smith called the proceeding to order.

Roll Call

The Village Clerk called the roll, finding the following members physically present:

Mayor Smith and Trustees Hank Gamel, Sam Hall, Terry Workmen, Jennifer Fox, Rich Medlen and Chad Smith – 7.

The following representatives of Village departments were also present:

Pat Chamberlin Comptroller; Ken Beth, Village Attorney; Tony Brown, Chief of Police, Ken Waters, Fire Chief, Luke Humphrey, Recreation Director; Greg Hazel, Public Works Director; and Village Clerk Mike Graham.

Items from Trustees

Trustee Workmen spoke about the recent articles in the newspapers which were derogatory to the School Systems, refuting the articles statistics as not representative of the School systems.

All of the Trustees had a long discussion about Section 24-148, with respect to Village Employee residency. The discussion led to no general agreement about changing the current policy. The Trustees would rather have the Village of Rantoul be so attractive a Community that the Village Employees will want to reside in Rantoul. They indicated that another special study session should be called in the future to address this subject.

· Approval of the Minutes, Regular Board Meeting, October 10, 2017.

· Approval of the Minutes, Special Board Meeting, October 19, 2017

· Approval of Bills and Monthly Financial Reports.

· Recommendation approval of Revolving Loan to House of Flowers Inc. $25,000.00

· Amending Article II, Section 18-21 regarding process of filling vacancies in the Rantoul Police Department.

· Resolution of Support – ITEP Grant Application.

· MFT Resolution – 2018 Annual Street Maintenance.

· Uniform & Equipment: Clothing Allowance revisions.

· Construction Engineering Support Agreement for the Elevated Tank Coating & Rehabilitation Project, Burns & McDonnel.

· Tax Levy Resolutions & supporting Documents.

The Trustees had no objections to these items being taken to the Regular Village Board of Trustees meeting on Tuesday, November 14, 2017.

Public Participation

Wendell Golston spoke about generalities.

Motion to enter into closed session pursuant to 5 ILCS 120/2 (C) 6, to consider the setting of a price for sale or lease of property owned by the public body.

Trustee Hall moved for Approval and Trustee Medlen seconded the motion.

The Rantoul Village Board entered into Closed Session at 7:26 P.M.

The Rantoul Village Board returned Open Session at 7:30 P.M.

Adjournment

There being no further business to come before the Board, Mayor Charles Smith declared the proceeding adjourned.
