Village of Ogden Conservation Board met Oct. 31.
Here is the minutes provided by the Board:
Present: R. Collins, H. Ewell, D. Marchioni, D. Pulhamus
Absent: D. Agostini, W. Parkhurst, T. Smith
I. Subdivisions:
1. Abundant Solar Power/Whittier Road PV Array (located between 676 & 692 Whittier Rd.) Please refer to previous meeting notes from 5/30/2017.
Findings:
1. An Agricultural Date Statement was supplied.
2. A Revised Full EAF was submitted.
3. Part 2 of the Full EAF was completed.
Recommendations:
1. The Conservation Board views this as a SEQRA Type 1 due to the disturbance of more than 10 acres in an Agricultural District and recommends a Negative declaration, if the concerns of the Town Engineer and Highway Superintendent are met.

III. Old business:
1. Ogden Heights Subdivision, Phase 2 (West end of Kingsford Lane) Please refer to previous meeting notes from 2/6/2007, 6/19/2017, 7/1/2008, 8/19/2008, 10/21/2008, 3/17/2009 and 4/15/2016.
Findings:
1. Drainage around the wetland area on lots 105 and 106 appears that it may not be beneficial to the small wetland preset. The area appears to have a spring keeping the area wet.
2. The lowest part of the Phase is where the wetland is. Will the drainage from the impervious surfaces increase the wetland area? Should the runoff from the houses be channeled to a detention pond to control the inflow to the wetland?
Recommendations:
1. The wetland buffer should not be encroached upon.
2. Erosion control should be maintained during construction to eliminate siltation of the wetland.
3. The Conservation Board views this project as an unlisted SEQRA and recommends a negative declaration if the concerns of the Town Engineer and Highway Superintendent are met.
