City of Urbana Sustainability Advisory Commission met Oct. 3.

Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:00 p.m. by Stacy Gloss. Chairperson Gloss welcomed new Commission member Claire Johnson.
Scott Tess called the roll and a quorum was present.
Changes to the Agenda
There were no changes to the agenda.
Approval of Minutes
The minutes from the September 12, 2017 meeting will be forwarded to the next meeting for approval.
Public Input
Rebecca Laurent and Nathan Poulosky, both University of Illinois students, spoke on the iMatter organization which promotes youth leadership training and empowerment to address the climate crisis at the grassroots level. They are looking for endorsement to present a resolution to Council regarding carbon neutrality by the year 2040.
Communications
Staff Report
Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan (CAP) Phase 2 highlighting the Urbana Drive Electric Fair, participation in an Institute for Sustainability, Energy, and the Environment planning meeting, and an update concerning the crowdfunding campaign to send delegates to the 23rd Conference of Parties (COP23) of the United Nations Framework Convention on Climate Change in Bonn, Germany in November.
Associated with the Sustainable Water Management Plan, Tess discussed the Midwest Grows Green Natural Lawn Care Program kickoff.
Staff noted participation in several public engagement activities.
The Report stated November 7, 2017 as the next meeting date.
Recycling in Urbana
Courtney Kwong, Recycling Coordinator for the City of Urbana, gave a presentation on Urbana’s Recycling Program U-Cycle. Areas covered were background, projects, and future goals.
A member of the public asked about wear and tear on City streets caused by recycling and waste haulers.

New Business
Recycling Discussion
Ms. Meschewski and Ms. White led a discussion concerning recycling of expanded polystyrene in the community. Courtney Kwong and Scott Tess contributed information regarding the feasibility and barriers to doing so through City services.

Announcements
Ms. White announced the University of Illinois Campus Sustainability Day on October 25 from 4:00 p.m. to 6:00 p.m. at the Alice Campbell Alumni Center.
Ms. Meschewski announced a webinar on October 5 at noon on what plastic producers are doing to prevent plastic marine debris.
