City of Gibson City Council met November 13.

Call to order at 7:00 pm by City Clerk Carla C. Moxley.

Ward #3 Doug Parsons, absent; Scott Davis, present
Ward #4 Dennis Pardick, absent; Laura Miller, present
Jr Alderman Abby Spiller, absent
Others present: Admin. Assistant Peg Stalter, Police Chief Adam Rosendahl, Jean Noellsch (Ford County Record), Deb McCullough (WGCY radio), and Mike Friend (Farnsworth).
City Clerk asked for a motion to approve Alderman Scott Davis as Mayor Pro-Tem for this meeting, in the absence of Mayor Daniel Dickey. Alderman Dennis Pardick made the motion; second by Alderman Brandon Roderick. MC 7-0.
.Pledge of Allegiance: led by Alderman Susie Tongate.
Approval of Council Minutes: City Clerk Carla Moxley made a correction to the minutes; Ordinance 2017-O-15 approved last meeting is renumbered 2017-O-17, due to clerical error. Ordinance 2017-O-16 remains the same as approved. Alderman Dennis Pardick motioned to approve the minutes of October 23, 2017 with the ordinance number correction; seconded by Alderman Laura Miller. . MC 7-0.
Mayor Pro-Tem Davis recognized visitors: 1.) Mike Friend of Farnsworth was paying a visit to the council.
Treasurer’s Report: No report.
Administrative Report: Admin Assistant Peg Stalter offered no report.
Committee Reports:
Ordinance Committee – Alderman Nelda Jordan offered no report.
Street and Alley –Alderman Doug offered no report.
Police/Health, Light and Nuisance – Alderman Brandon Roderick and Chief Rosendahl offered no reports.
Finance Committee –Alderman Scott Davis offered no report.
Personnel Committee – Alderman Dennis Pardick offered no report.
Water and Sewer – Alderman Randy Wyant reported that the city is picking up leaves and asks residents to pile the leaves close to, but not on, the street. He also reported that the hydrants will be shut off when a clear water report is received, expected within a week.
Parks / Buildings / Technology – Alderman Susie Tongate reported painting has been requested inside the restrooms that have been repaired after vandalism. Angie is getting a quote for the job and will report back to council. Alderman Tongate reported that the app for the City went active last Sunday and that she was on WCIA CIA Living to promote the app. For additional information anyone is free to contact Alderman Tongate or city hall.
Economic/Industrial Development – Alderman Laura Miller offered no report.
Old Business:
A. Consideration Ordinance 2017-O-18, authorizing the execution of a Farm Lease with Zach Bunting. The agreement is with Zach Bunting for 29 acres.at $255.00 / acre 3 years. Alderman Randy Wyant motioned to approve Ordinance 2017-O-18 as presented; 2nd by Alderman Susie Tongate. MC 7-0.
B. Discussion, consideration and approval of Tax Levy Ordinance 2017-O-_____, of the City of Gibson City for 2017-2018. Alderman Nelda Jordan motioned to table this item to the next meeting; second by Alderman Randy Wyant. MC. 7 ayes.
Approval of Bills:
A. TIF #2 bills --Two (2) bills totaling $ 3,170.28. Alderman Brandon Roderick motioned to approve payment of the 2 TIF2 bills; second by Alderman Randy Wyant. MC 7-0. Admin Assist Peg Stalter noted that check #1561 replaces check #1538 (TIF2) which was lost, but was previously approved.
B. General Fund Bills totaling $ 366,468.77. Alderman Nelda Jordan motioned to approve payment of the general bills; second by Alderman Susie Tongate. MC 7-0.
New Business:
A.) Discussion, Consideration and approval of Tree Removal at 412 E 3rd Street. Alderman Dennis Pardick motioned to table discussion of this item to the next meeting; second by Alderman Brandon Roderick. MC 7 ayes.
B.) Discussion, Consideration and Approval of Bids for City Truck. Since no bids were received from the previous advertisement for the 1998 city truck, r Stauffer has requested approval to advertise for bids at no minimum, with bids to be presented to city hall by noon November 21st. City Council reserves right of refusal of any bid received that they don’t approve. MC 7-0.
