City of Hoopeston Council met September 19.
Here is the minutes as provided by the council:
I. Call to Order
Following the Pledge of Allegiance, Mayor Crusinberry called to order the regular council meeting of the City of Hoopeston on September19, 2017 at 7:00 p.m. at City Hall.
II. Roll call
Clerk Lane conducted a roll call. The following seven alder persons were present: Anderson, Florek, Goodwine, Hamilton, Houmes, McElhaney and Yaden. Alderman Ankenbrand was absent. Attorney Mockbee was present.
III. Approval of Agenda
Houmes moved to approve the agenda seconded by Yaden. Agenda was approved 7-0.
IV. Approval of minutes from last meeting
Clerk Lane read the minutes from the last meeting. A correction was made stating that the new police officer Cahoe had completed PTI. Houmes moved to approve the minutes seconded by Hamilton. Minutes were approved as corrected 7-0.
V. Presentations
Mayor Crusinberry read and signed the Proclamation that marked September 17, 2017 the two hundred thirtieth anniversary of the framing of the Constitution of the United States and Constitution Week September 17 through 23, 2017.
VI. Payment of Bills
Houmes moved to approve payment of bills seconded by Florek. Roll call vote taken and bills were approved for payment 7-0.
VII. Reports of Officers
a) Florek asked Michael Streff for updates on the water projects. Mr. Streff reported that the two year warranty inspection of the water treatment plant showed that the facility was in good shape with minor touch ups needing done. Mr. Streff also reported that it is hoped that the final lien waiver would occur in October so the city can pay the general contractor.
b) Goodwine made the motion to approve the payment of $50,000 from TIF to the Hoopeston Area School District for the Year Two payment toward the “All-Weather” track. Houmes seconded the motion. Roll call vote taken and the motion passed 7-0.
Goodwine made a motion to waive taking bids for the City Hall roof repairs. After discussion, he withdrew the motion when the consensus of council was to allow for another proposal besides the one from Sentry Roofing Inc. Yaden asked what difference would two more weeks make since the specs have been sitting here since April. Goodwine will contact Sentry to see if two weeks delay would be a problem while Anderson will contact the other company to get their proposal before the next council meeting when a decision would be made.
Next Goodwine moved to approve the Ordinance Authorizing the sale of the southwest corner of the Route One and Nine property to Hoopeston Retirement Village Foundation Inc. for $1000.00. Goodwine expressed concerns that there was no redevelopment agreement in writing attached to the contract and that the city would be selling the property for much less than it paid for the property. Hamilton seconded the motion. Roll call vote was taken and all seven council members present voted aye passing Ordinance 2018-8 authorizing the sale of said property.
c) Hamilton reported that over thirty applications for the position of Police Chief have been received. The closing date of applications was September 15, 2017. The committee will be reviewing applications and narrowing down the field.
d) Yaden had nothing to report.
e) Houmes reported that there would be an upcoming Parks meeting to discuss repairs needed at the swimming pool. Date and time to be announced.
f) Anderson reported that the First Avenue street project is complete. Sidewalk repairs are being done in other areas.
g) McElhaney had nothing to report.
VIII. Petitions to Council

IX. Communications to Council
An invitation to the 5 th Anniversary celebration of Heritage Health was read. The celebration will be October 8 th from 2 to 4 p.m.

XII. Mayor Comments
Mayor Crusinberry reminded council members that agendas need posted and media notified of all meetings 48 hours before meeting times. In addition, minutes must be kept of all meetings.
Also a reminder that FOIA training must be completed by elected officials. The training is available on line.
XIII. Public Comment
Resident Steve Dazey had a request to purchase the railroad right of way property behind his property on West Main Street. The mayor will take the information and follow up on the request.
