Village of Gifford Board of Trustees met Oct. 5.

Here is the minutes provided by the Board:

The Village Board of Trustees met at 7:00 p.m. in the Gifford Village Building, to hold their regular monthly meeting. Officers and Trustees present were President Ackerman, Clerk Baker, Treasurer Christie Huls and Trustees Carpenter, Ehler, Hammond, McFadden, Pannbacker and Severins. Water/Maintenance Childress, Police Chief Weary and Marshall Huls Zoning.

Pledge of Allegiance and roll call.

Guests were Dave Atchley (MSA) and Cindy Duden.

Dave Atchley reported about proceedings of the bioreactor project should be completed by mid-November with seeding being done in the spring. IDOT check given to Dave to send out. Illiana oil & chipping bill was $66,675.

Trustee Pannbacker made a motion to pay Illiana. It was seconded by Trustee Hammond. All Trustees concurred in a roll call vote (6 yes, 0 no).

Marshall Huls said he gave out one permit last month for a room addition. He would like a notice sent to all village addresses to inform them of contacting him before any type of building/zoning change. Jess Childress will help with the mailings. Mr. Huls said Mr. Hesterberg is on the committee and they would like to make him the Zoning President. He also asked for Robin Clements to be the Deputy Zoning Officer in his absence.

Trustee Severins made a motion for Mr. Robert Hesterberg to be the Zoning President. It was seconded by Trustee Pannbacker. All Trustees concurred in a roll call vote (6 yes, 0 no).

Trustee Pannbacker made a motion for Robin Clements to be the Deputy Zoning Officer. It was seconded by Trustee Severins. All Trustees concurred in a roll call vote (6 yes, 0 no).

Mr. Huls asked if there should be a landscaping ordinance; the zoning board needs direction. After board discussion it was decided an ordinance was not needed. Nothing applies but if the landscaping gets in the way or is a problem for the Village; the Village may need to remove it.

Each Trustee and Officer had been furnished printed copies of the minutes of the last regular meeting of September 7, 2017. Trustee Pannbacker made a motion to dispense with the reading of the minutes. It was seconded by Trustee Severins. All trustees concurred in a roll call vote (6 yes, 0 no). Trustee McFadden made a motion to accept the minutes as read. It was seconded by Trustee Pannbacker. All trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the bills to be considered for payment, Trustee Carpenter made a motion to dispense with the reading of the bills. It was seconded by Trustee Ehler. All Trustees concurred in a roll call vote (6 yes, 0 no).

Trustee Pannbacker made a motion to pay the bills. It was seconded by Trustee McFadden. All Trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the Treasurer’s Report, Trustee Severins made a motion to dispense with the reading of the Treasurer’s Report, except for the summary. It was seconded by Trustee Pannbacker. All Trustees concurred in a roll call vote (6 yes, 0 no). The starting balance in Village accounts as of September, 2017 was $1,003,056.40. Total money received for the month of September, 2017 was $103,479.21, plus $8.77 interest from CD#15399 and $10.57 interest from CD#8170. Total expenses for the month were $121,904.53, leaving a balance on September 30, 2017 of $984,650.42.

POLICE REPORT

Chief Weary reported in investigative matters there were 16 incidents, 0 reports and 0 arrests. In traffic matters there were 29 incidents, 24 warnings, 3 citations and 2 arrests.

WATER AND SEWER REPORT

Activity for the month of September, 2017. Total gallons of water pumped were 2,072,000 gallons. The average daily consumption of water for the month was 69,000 gallons. Childress reported all streets were oiled and chipped, cut in a new ditch and put in a new culvert on East Plumb in front and along the south side of sewer lift station. Put in a new culvert on North Park St. and reshaped the ditch adjacent to Bob Ackerman property. Cut and reshaped ditches along Main St., North St., Center St. and Plumb St. Cut across Park St. and installed a 10 inch culvert in order to divert some of the water to the south to alleviate some of the flooding on the north side. Dug up and jetted a 4 inch tile on Plumb St. because it was pushing water out into roadway, finished tile that ran from the Church parking lot past the EI diamond and 1500 ft. into Emkes field. Had sidewalks replaced that had been dug out to put in new hydrant, had a new concrete pad poured at waste water treatment plant for the new generator. Replaced a broken 2 inch shut-off on high service pump #1 at water treatment plant, mowed everything in town and at the waste water treatment plant. Backwashed all pressure filters at the water treatment plant, read all water meters and remotes, logged all water bill receipts and made deposits and sent out 15 letters for non-payment of water and sewer bills.

STREET AND ALLEY REPORT

Trustee Pannbacker reported about completion of the oil and chipping.

SANITARY AND STORM REPORT

Trustee Ehler reported lots of drainage work had been completed in town.

OLD BUSINESS

Insurance premium has an increase of $400. Insurance values had been sent in.

Trustee Ehler made a motion to pay the insurance premium at the increased rate. It was seconded by Trustee Carpenter. All Trustees concurred in a roll call vote (6 yes, 0 no).

NEW BUSINESS

Trustee Ehler made a motion to accept Waters Electric quote to fix the light in front of the North Forty. It was seconded by Trustee Pannbacker. All Trustees concurred in a roll call vote (6 yes, 0 no).

President Ackerman said there was a CIMOA meeting on October 19th in Arcola if anyone was interested in attending. He also reported Eastern Illini Electric would be trimming trees around lines on October 16, 2017.

Trustee McFadden moved the meeting be adjourned. It was seconded by Trustee Pannbacker. All Trustees concurred in a voice vote. The meeting was adjourned at 7:55 p.m.
