Village of Tolono Board of Trustees met October 17.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on October 17, 2017. President Rob Murphy called the meeting to order at 6:30pm. Roll call found the following trustees present: Vicki Buffo, Jacquie Miller, Anna Morris, Jared Ping and Terrence Stuber. Trustee Ryan Perry was absent. Also present were Treasurer Robert Kouzmanoff and Public Works Superintendent Matt Graven. Clerk Brandy Dalton was absent

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

Reports:

Public Works:

Trustee Ping motioned to approve the contract with USIC for utility locating as presented with a 30 day termination clause. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, no. Motion passed 4-1.

Trustee Stuber motioned to approve Ordinance 2017-O-17 An Ordinance authorizing Disposition of Surplus Property. Trustee Ping seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Engineers:

-Grunloh has a few little things to touch up, but the evidence drop-box will be in the week of November 6.

-Landscaping looks ok, but a couple of spots need a little attention. Murphy said there’s still asphalt in the yard.

-Grunloh Pay Request #7 for $68,740.94 should be paid since the 5% retainage will cover anything that still needs to be done. Trustee Stuber motioned to approve the pay request. Trustee Ping seconded the motion. Roll call: Buffo, no; Miller, yes; Morris, no; Ping, yes; Stuber, yes. Motion passed 3-2.

-Grunloh still need to go over the mechanicals with Raney & Graven.

Treasurer:

-Nate Warman & Greg Douglas from Martin, Hood, Friese & Associates went over the annual audit report.

Trustee Ping motioned to approve the bills as presented. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Trustee Buffo motioned to approve the transfer of $167,352.46 from General Fund to TIF Fund. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Approval of Prior Minutes:

Trustee Ping motioned to approve the minutes of the last regular board meeting, held October 3, 2017. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Old Business:

We are still trying to set up a date for electronics clean-up.

New Business:

Reg Ankrom gave a presentation on Simec Energy for electric aggregation. It will be on the agenda at the next meeting to vote on.

Nuisance and Tickler Files:

Attorney Miller said he needs to work with the clerk on this.

Miscellaneous:

Trustee Ping motioned to approve the Special Event Permit for the Loose Cobra that was held October 7, 2017 and approved by a straw vote October 3, 2017. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Trustee Stuber motioned to adjourn the meeting at 7:43 pm. Trustee Miller seconded the motion. Motion carried unanimously via voice vote.
