Village of Tolono Board of Trustees met September 5.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on September 5, 2017. President Rob Murphy called the meeting to order at 6:30pm. Roll call found the following trustees present: Vicki Buffo, Jacquie Miller, Anna Morris, Jared Ping and Terrence Stuber. Trustee Ryan Perry was absent. Also present were Treasurer Robert Kouzmanoff, Public Works Superintendent Matt Graven, Clerk Brandy Dalton and Attorney Marc Miller.

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

Public Comments:

Jeff Fisher discussed an agreement the Village of Tolono has had with him for 3 1⁄2 years for mowing the ditch along his family’s farm property on Benham Street. The Fishers allowed the Village to change the grade of the ditch if the Village mowed the 1⁄2 mile from the cemetery to Fisher’s shed. The board decided to have maintenance mow the ditch down while they did some research since there was no written agreement.

V. Jay Patel from Champaign wants to know if the board will allow an additional liquor license in town. He wants to develop the old Freedom gas station into a liquor/convenience store. The board would like to see somewhat of a plan from him.

Public Works:

Superintendent Graven gave a report. He said he has been working on getting sidewalk replacement quotes. H&H Landscaping is taking down 5 trees for $4000 with maintenance doing some of the clean-up. The Unity High School water meter has been replaced, and they are working on replacing 4 more large meters. They are done with the rental equipment they used to grind and roll humps in the roads, and Illiana construction will be coming in soon to do the oil & chip work. Illinois Rural Water Association is coming to do leak locating free of charge. The chlorine level on Holden and Linden Streets are staying good.

Reports:

Engineers: Scott Burge gave an update on the new police station and said he will be asking Grunloh Construction for a drop dead deadline since the completion date of June 30 has passed. He has worked out the evidence door with Chief Raney and is waiting on a price from Grunloh. There is an issue with waves in the floor, and he is going to discuss this with Grunloh. He will look into the grading issue Matt Graven discussed.

Trustee Buffo motioned to approve pay request #6 minus the flooring amount of $19,800 for a total of $91,182.36. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, no; Stuber, yes. Motion passed 4 yays to 1 nay.

Treasurer: Treasurer Kouzmanoff gave the Treasurer’s Report

Trustee Buffo motioned to approve the bills as presented. Trustee Ping seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Trustee Ping motioned to approve the sewer credit in the amount of $226.08 for 615 N. Calhoun Street. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Approval of Prior Minutes:

Trustee Ping motioned to approve the minutes of the last regular board meeting, held August 15, 2017. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

New Business:

Trustee Stuber motioned to approve fund transfers as prepared by martin, Hood, Friese & Associates, LLC. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

The proposals for codification of Ordinances was discussed. It will be put on the next agenda for discussion and possible approval.

Nuisance and Tickler Files:

The property at 311 North Vorcey Street was discussed. The board advised Clerk Dalton to have Chief Raney take pictures of the property, send a second letter, make notes of all interactions with the residents and send a copy of the first letter to the board.

Clerk Dalton will double check on all letters that have been sent, send second letters to any properties that need one, and have Attorney Miller send third letters.

President Murphy asked Clerk Dalton to remove the first item on the Tickler File.

Chief Raney said he has been working on pool checks. He said the ordinance is too vague because it includes all pools, including kiddie pools. The board agrees that the wording should change to be for pools 4 foot deep or more and so they are not readily accessible.

Trustee Stuber motioned to adjourn the meeting at 8:32 pm. Trustee Buffo seconded the motion. Motion carried unanimously via voice vote.
