Village of Savoy Planning Commission met August 28.

Here is the minutes provided by the Commission:

1.Call to Order, Roll Call, Quorum Declared

Chairman Bash called the meeting of the Plan Commission to order at 7:00 p.m. Roll was called with all Plan Commissioners being present. Chairman Bash then declared a quorum present.

2. Business

A. Approval of Planning Commission Minutes of 7-24-17

Plan Commissioner Vavrik moved to approve the Planning Commission Minutes of 7-24-17 as presented, seconded by Plan Commissioner Henderson. By Plan Commissioner vote: Henderson, yes; Kelnhofer, yes; Kienzler, yes; McNamara, yes; Vavrik, yes; Young, yes; and Chairman Bash, yes; Motion carried.

B. Informal Discussion on Proposed Annexation Agreement – Extra Territorial Jurisdiction (ETJ) – South Duncan Road

Dan Davies explained the request from Dr. Lo for an Annexation Agreement to annex approximately 151 acres located on Duncan Road just west of the Willard Airport. He also stated there would be a replat of the lot to allow for a 2.6-acre lot which will be purchased by Michael Henneman of Royal Properties, who plans on constructing a mini warehouse which will include a building to accommodate a construction company within the lot. Dan further explained that the proposed use of this lot is designated on the Comprehensive Plans Future Land Use Map as Industrial and a mini warehouse and construction use would be allowed within the Industrial zoning district by a Special Use Permit. Dan also provided a copy of the Future Land Use Map.

Michael Henneman explained his home building business that he proposed to build on the 2.67 acres and stated he had also entered in a contract with Dr. Lo for 4 acres to be purchased in 2021which would ultimately make his purchase 6.67 acres that would be used as industrial. Also, his business would house contractor offices and storage.

Jacob Unzicker of Mode 3 Architecture, presented a Conceptual Site Plan of the Commercial Industrial Development Henneman proposed to build on the South Duncan Road property to be annexed.

Judy Fejes, Coldwell Banker, realtor for Dr. Lo, explained that the Conceptual Site Plan prepared for future needs of this property and the property was within the Savoy Boundary Agreement so Savoy has jurisdiction.

Davies stated that the public hearings on the proposed annexation agreement with Replat by Dr. Lo and Special Use Permit request by Michael Henneman would be scheduled for the next Plan Commission meeting on October 2, 2017 and Board of Trustees meeting on October 4, 2017. Dan explained that the September 25, 2017 Plan Commission would be canceled and rescheduled to the October 2, 2017 date.

Davies also stated that Kelly Ford would be attorney for Michael Henneman and Jenny Park would be the attorney for Dr. Lo and Savoy would be working with Dave Atchley with HDC engineering to do the surveying and plat work for the replat. Also, Michael Henneman is only purchasing 2.67 acres now but will expand into the other 4 acres within a five-year period.

3. Adjourn

There being no further business to come before the Planning Commission, on motion to adjourn by Plan Commissioner Kienzler, seconded by Plan Commissioner Vavrik, Chairman Bash adjourned the meeting at 7:25 p.m.
