Village of Tolono Board of Trustees met Sept. 19.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on September 19, 2017. President Rob Murphy called the meeting to order at 6:30pm. Roll call found the following trustees present: Vicki Buffo, Jacquie Miller, Anna Morris, Ryan Perry, Jared Ping and Terrence Stuber. Also present were Treasurer Robert Kouzmanoff, Public Works Superintendent Matt Graven, Clerk Brandy Dalton and Attorney Marc Miller.

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

Public Comments

Lila Weber of 307 East Main Street was present to talk about her water issues she has been having for a few years. She has things floating in her water as she showed with the water sample she brought, and her bill has been high. She was given a waiver of her late fee and an extension on the current bill while we look into the problem.

Josh Young from FE Moran was present to explain the monitoring system that will be in the new Police Station and the cost breakdown. If the village chooses all options, the monthly cost will be $160 per month.

Public Works

Trustee Ping motioned to approve the bid from Wick Concrete not to exceed $13,162 to replace sidewalks. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Superintendent Graven gave a report. -He has received bids for doing 1 1⁄2” water meter replacements and the line stop and hydrant repair on Holden and Linden Streets. -There was a large water main leak that DJ Stewart was hired to repair. -New signs are being put up on Buell Street because people are driving out there and cutting across Matt Woodworth’s property. Murphy instructed Graven to put up signs that say “Do Not Enter. Road Closed” because then the Police Department can enforce it if anyone drives down there. -100 new water meters have been put in, and over 100 more need replaced. Graven is talking to the rep to get as many as we can for as cheap as we can. -MFT roadwork in the southeast side of town will start tomorrow. -Graven wants to scrap old water meters to help pay for more new meters. -Trustee Perry discussed some properties that he feels do not comply with the zoning ordinances that Graven approved the building permits for.

Treasurer: Treasurer Kouzmanoff gave the Treasurer’s Report

Trustee Ping motioned to approve the bills as presented. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Approval Of Prior Minutes

Trustee Stuber motioned to approve the minutes of the last regular board meeting, held September 5, 2017. Trustee Ping seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

New Business

Trustee Stuber motioned to approve Ordinance Number 17-16, an ordinance vacating an alley in Smith and Company’s Addition at 202 S. Whitehead Street for a total amount of $300 to be paid by the property owner within 60 days of adoption of the ordinance. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

After discussion of the ditch mowing along the Fisher property on East Benham Street, attorney Marc Miller will draft an agreement stating that the Village of Tolono will mow the portion of ditch starting at Fourth Street going east to the end of the affected re-graded area for a term of 7 years beginning in 2013 when the work was done. Wording will also be added so that Fisher can’t negatively alter the water flow of the ditch.

Trustee Stuber motioned to approve the Village of Tolono 2018 health care premium plan increase of 3.62%, and give Robert Kouzmanoff authorization to sign the form once corrected unless the Mayor is available to do so. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

The board discussed possible dates for an electronics recycling and decided to have Treasurer Kouzmanoff contact Tolono Township to see if they would be interested in joining and helping with the cost.

Trustee Ping motioned to approve the purchase of a new refrigerator for the new Police Station not to exceed $600. Trustee Miller seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

Nuisance And Tickler Files

Attorney Miller said he needs to work with the clerk on this.

Trustee Ping motioned to enter into Executive Session for the limited purpose of discussing security procedures as they relate to the police station pursuant to 5ILCS 120/2(c)(8). Trustee Stuber seconded the motion. Roll call: Buffo, yes; Miller, yes; Morris, yes; Perry, yes; Ping, yes; Stuber, yes. Motion passed unanimously.

The board returned to regular session at 9:10pm and Trustee Stuber motioned to adjourn the meeting. Trustee Ping seconded the motion. Motion carried unanimously via voice vote.
