Village of Sidney Board of Trustees met June 5.
Here is the minutes provided by the Board:
The Sidney Village Board met on the above date for the regular monthly meeting. President White called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. The following trustees were present: Arrasmith, Finn, Bickers, and Schluter. Supervisor of Operations Bennett, Attorney Marc Miller, and Clerk Moore were also present. Treasurer Reinhart and Trustees Roberts and McCloud were absent.
Trustee Arrasmith moved that the minutes of the May 1, 2017, Board of Trustees regular meeting and the May 8 special meeting be approved. Trustee Schluter seconded the motion. The motion carried with all ayes on a roll call vote.
Public Comments:
Mallory Seidlitz and Rosemary McCarrey were present from the Sidney Community Library and asked if the Village would be able to help fund the summer reading program. Trustee Finn moved that the Village spend up to $500 for the summer reading program of the Library. Trustee Bickers seconded the motion; motion carried with all ayes on a roll call vote.
Mike Roy, Sidney Improvement Group, presented plans for the Sidney Fun Daze on July 28 and 29. The carnival will operate 5-9 pm on Friday evening and noon-10 pm on Saturday. There will be a bike parade that will end up at the Library and a kiddie tractor pull. The Sidney Fire Department will sponsor the Keith Kropp Memorial car show from 6-7 pm on Saturday. There will be a bags tournament and a reptile exhibit. There will be bands performing with a beer tent, and SIG is working with the Sidney Saloon on this. Handicapped parking will be by the Community Building and will be marked. The parade will start lining up at Witt Park at 4:30. The parade route will be the same, just reversed from previous years.
Mr. Roy also told the Board that SIG is interested in working with the Village to update and rejuvenate Lions Club Park beginning with cleaning it up and then adding playground equipment. Trustee Bickers will look into this.
President White's Comments:
President White said that Troy Roberts was supposed to be at the meeting tonight to be sworn in but was called into work.
He presented the bill for the Champaign County Animal Control and it will be added to the bills to be paid.
The Illinois Municipal League convention will be in September in Chicago.
Attorney Miller's Comments:
Attorney Miller presented the parks ordinance. Trustee Arrasmith moved that the Board approve Ordinance 2017-05, An Ordinance Regulating the Use of the Parks and Property owned or Controlled by the Village of Sidney. Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote.
Attorney Miller also presented the appropriation ordinance. Trustee Arrasmith moved that the Board approve Ordinance 2017-04, Appropriation Ordinance of the Village of Sidney, Champaign County, Illinois. Trustee Finn seconded the motion; the motion carried with all ayes on a roll call vote.
Earl Bennett's Report:
The water report was published in the Southern Champaign County Today paper.
Supervisor will be on vacation June 12-16.
Finance Report:
The financial reports were read by Trustee Finn. Trustee Finn moved that the bills be paid with the additions of $375 to Goynes Trucking, $2,882.50 in Champaign County Animal Control, $1,042.21 to Orkin for a yearly contract, $313.20 to Open Road Paving, and $132.39 to Ray's Plumbing and Heating. Trustee Arrasmith seconded the motion. The motion carried with all ayes on a roll call vote.
Streets and Alley:
The bids for the oil and chip project came in lower than the estimate, $29,369.55.
Water/Sewer/Utility:
2,778,957 gallons of water were pumped in May with a daily average of 89,643 gallons.
$23,665.57 was received in May. All the sewer planning money from back bills has now been paid. 100 penalty bills were sent.
A water committee meeting was set for June 22 at 3:00 pm at the maintenance building.
Public Property:
No building permits issued for May
Trustee Arrasmith met with Kevin Sanderson to get an estimate to cut down a large tree at 411 West Main. The estimate is $1,300. Trustee Finn moved that Sanderson Tree Service be hired to take down the tree at 411 West Main at a cost up to $1,300. Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote.
President White reported that he had attended the Sidney Township meeting, and they want the Village to take the lead on building a new building.
Parks and Recreation:
Trustee Bickers reported that the fundraiser went well but final numbers were not in yet. Baseball is half over.
President White received an e-mail stating that the concession stand was closing early before the end of games. President White will respond to the e-mail and Trustee Bickers will talk to the concession stand operators to tell them that they are expected to stay open to allow ball players to get refreshments after the games.
Community Development:
Trustee Schluter wants to promote the town and is considering highlighting a local business each week or month.
New Business:
Trustee Finn moved that the Board go into executive session for the purpose of employee review/employee compensation. Trustee Arrasmith seconded the motion; the motion carried with all ayes on a roll call vote. The Board went into executive at 8:13 p.m.
When the Board came out of executive session at 8:52 p.m., Trustee Arrasmith moved that the following pay schedule be adopted effective July 1, 2017:

$1,480/mo Clerk
$31.30/hr Supervisor of Operations
$12.25/hr Janitor
$15.91/hr Maintenance Assistant
Trustee Schluter seconded the motion; the motion carried with all ayes on a roll call vote.
