Town of the City of Champaign Board of Trustees met May 2.

Here is the minutes as provided by the board:

Call to Order: The meeting was called to order by Chairperson Feinen at 7:00 p.m.


Call to Candidates - Swearing in: 

City Clerk Banks called each candidate by City Council District to be sworn in by Mayor 

Feinen. The following candidates were sworn in and joined the Council dais: 

Clarissa Nickerson Fourman - District 1

Alicia Beck - District 2

Angie Brix – District 3

Greg Stock - District 4

Vanna Pianfetti – District 5

Mayor Feinen called for any newly elected member to speak. Each newly elected Council Member briefly expressed thanks for being elected, noted support from many, and looking forward to serving the community.

Approval of Minutes: Board Member Stock, seconded by Board Member Gladney, moved to approve the following minutes:

April 11, 2017 Regular Board Meeting

A voice vote was taken on the motion to approve the minutes; all voted yes. Motion carried.

Correspondence: None

 Approval of Summary of Checks Written - All Funds, March 2017: March showed the total for the Town Fund was S39,959.16; General Assistance was S8,118.94, IMRF was $4,439.92; and the Social Security Fund was $576.68. Total expenditures for the month of March 2017 were $53,094.70. Board Member Stock, seconded by Board Member Gladney, moved to accept and place on file the summary of expenditures. Supervisor Quarnstrom noted no remarkable expenditures for the month; and explained a summary of expenditures from each fund is provided monthly. A Voice vote was taken; all voted yes. Motion carried.

Board Member Stock, seconded by Board Member Gladney, moved to remove Resolution 2017-0502 from agenda consideration. Chairperson Feinen noted this would provide the Supervisor an opportunity to explore other opportunities with respect to a Vehicle purchase. A voice vote was taken; all voted yes. Motion carried.

Approval of 3rd Quarter Financial Report FY 16-17: Board Member Stock, seconded by Board Member Gladney, moved to accept and place on file the 3rd quarter report. Supervisor Quarnstrom briefly noted the 3rd quarter summarizes what the Township has done thus far; and noted everything is under 75%, which reflects the Township is spending within budgeted amounts. A voice vote was taken on the motion to approve and place the report on file. All voted yes. Motion carried.

Approval of 3rd Quarter Gata Report FY 16-17: Board Member Stock, seconded by Board Member Gladney, moved to accept and place on file the 3rd quarter report. A voice vote was taken; all voted yes. Motion carried.

City Of Champaign Township Assessor Resignation: Supervisor Quarnstrom noted the current Assessor has submitted his resignation effective June 30, 2017. He noted the years of service of the current Assessor, and having a great relationship with the Assessor. The newly elected Assessor, based on statute, does not take office until January 1, 2018. Supervisor Quarnstrom briefly reviewed the two statutory options for filling the vacancy created by the resignation including appointing a qualified assessor of the same political party (Republican); and contracting with a qualified assessor. Either option requires the person to meet assessor qualifications as set by statute. He noted an existing qualified deputy assessor of the same party is currently working in the office, has over 20 years in the office, intends to retire at the end of December, and could fill the vacancy. If the board selects the contract option, Supervisor Quarnstrom noted he would utilize the Request For Proposal (RFP) process. Board Members questioned whether a motion would be required to appoint an individual, and when the appointment would happen (June 2017). Board Member Stock, seconded by Board Member Gladney, move to approve Option 1 to appoint someone of the same political party to fill the vacancy. Board Members briefly discussed the option regarding filling the vacancy; utilizing the appointment Versus RFP process; increased compensation and benefits, particularly the Illinois Municipal Retirement Fund (IMRF) for the deputy; and potential impact on the Township for increasing benefits. Chairperson Feinen polled Option 1 to appoint a qualified Assessor of the same political party to fill out the remainder of the term. A voice vote was taken on approving Option 1 as a means of direction to staff all voted yes.

Approval of Resolution 2017-0501: A Resolution Relating to Participation by Elected Officials in The Illinois Municipal Retirement Fund: Board Member Stock, seconded by Board Member Fourman, moved to approve the resolution. A voice vote was taken; all voted yes.

Audience Participation: Paul Faraci, 1004 Barclay Court, expressed appreciation for the work by Supervisor Quarnstrom in addressing the Assessor resignation issue.

Town Board and Township Supervisor's Comment: Supervisor Quarnstrom welcomed new and returning board members, noted a female majority of the board, and expressed he is looking forward to working with returning and newly elected board members.

Next Meeting: Chairperson Feinen noted the next meeting will be the Regular Township Meeting of June 6, 2017.

Adjournment: Board Member Stock, seconded by Board Member Gladney, moved to adjourn. A voice vote was taken on the motion to adjourn; all voted yes. Motion carried.

The meeting adjourned at 7:25 p.m.
