Gibson City Council met May 22.

Here is the minutes provided by the Council:

Call to order by Mayor Daniel Dickey at 7:00 pm

Others present: City Treasurer Scott Shull, City Attorney Marc Miller, Admin. Admin Assist. Brenda Daniels, City Superintendent Randy Stauffer, GCPD Officer Tony Row, Jean Noellsch (Ford County Record), Tina Whitehouse, Jamie Nugent, Gary Lutterbie, Dayton Getty, Jennifer Thomas (Harvest Fest), Randy Ferguson, Eric Day, Billie Jo Denny, and Dale Denny.

Pledge of Allegiance: led by Alderman Susan Tongate. Alderman Randy Wyant presented the Day family with the Council name plate of Alderman Ed Day, who recently passed.

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the minutes of May 8, 2017; seconded by Alderman Randy Wyant. MC 4-0.

Mayor Dickey recognized visitors: 1.) Dale Denny, Billie Jo Denny and Eric Day thanked the Council and the City for their kindness toward the Day family following the passing of Ed Day. They announced that they had started a ‘GoFund Me’ account online to raise money for the skate board park that was an idea of Ed’s. They have raised $3,675.00 toward this venture at his Memorial, plus the funds raised online and asked that the City keep records of the donations. This will be discussed at the next meeting. 2.) Randy Ferguson announced the ‘Downtown Historical Walk’ scheduled for July 16, 2017 with 2 tours being at 1:00 pm and 3:00 pm. Tickets may be purchased at the Library. He asked that the funds raised from events such as this be added to the City Financials in preparation for the Sesquicentennial Celebration in 2021. This will be discussed at the next meeting. 3.) Tina Whitehouse and Jamie Nugent asked to hold a ‘Hope Fest’ for the ‘Handles of Hope’ in May or June with events including a car show and bike show, to be held at the North Park. They were instructed to complete the North Park Special Event form when they have picked a date.

Treasurer’s Report: City Treasurer Scott Shull presented the Financial Report as of April 2017.

Administrative Report: Admin Assist. Brenda Daniels offered no report.

Committee Reports:

Ordinance Committee – No report.

Street and Alley –Randy Stauffer reported the City Wide Clean-up Day on May 20 went well, although it did rain. He thanked Strebeck Salvage for the providing a collection point and Mike Bleich and the Boy Scouts for their assistance in coordinating support from Thrivent, a Lutheran financial organization.

Police/Health, Light and Nuisance – No report.

Finance Committee –No report.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer – Alderman Nelda Jordan offered no report. Randy Stauffer reported that the hydrant flushing has been completed.

Parks and Buildings – No report.

Economic and Industrial Development – No report.

CDAP – This report was given in the Financial Report by Scott Shull.

Pool Board –No report.

Recycling Board– Alderman Nelda Jordan offered no report.

Downtown Committee - No report.

Public Recreation/Fishing Committee-Alderman Brandon Roderick offered no report. Gary Lutterbie reported that he sent an email to all Council members concerning a dock for the Jordan fishing pond. The concrete has been poured at the pavilion. The dog park needs to be seeded.

Old Business:

A.)Consideration of Donohue & Associates, Inc New Terms and Conditions. This item is held to a future meeting.

B.) Consideration of Requests for 2017 Harvest Fest Event on Sept. 8th and 9th. Jennifer Thomas asked 1.) to use the City’s electrical panel for power, 2. ) place a tent for the Hospital outside the City Hall, and 3.) Beer tents at the Farmer’s Market area. Alderman Susan Tongate motioned to approve the special requests; second by Alderman Randy Wyant. Council was poled with 4 ayes.

C.) Consideration of Lott Blvd. engineer’s Final Payment Estimate. This item is held to the next meeting.

Approval of Bills:

A.)TIF #2 bill – One (1) TIF #2 bill for $600.00. Alderman Nelda Jordan motioned to approve payment of the 1 TIF2 bill; second by Alderman Dennis Pardick. MC 4-0 Aldermen Brandon Roderick, Laura Miller, Scott Davis were absent.

B.)General Fund Bills totaling $ 103,848.32. Alderman Nelda Jordan motioned to approve payment of the general bill with the exception of check #45227 in the amount of $5,970.00 for buying trees, which seemed to be a duplicate to the bill paid in May; second by Alderman Randy Wyant. MC 4-0. Aldermen Brandon Roderick, Laura Miller and Scott Davis were absent.

New Business:

A.) Consideration of Special License for the American Legion in conjunction with the Ed Day Celebration of Life Event on May 20, 2017. Alderman Dennis Pardick motioned to approve a Special 1 day liquor license for the American Legion in conjunction with the Ed Day Celebration of Life event on May 20, 2017 for a fee of $1.00; second by Alderman Randy Wyant. MC 4-0. Aldermen Brandon Roderick, Scott Davis and Laura Miller were absent.

B.) Consideration of Lift Station Pump Bids. Randy Stauffer reported that the pump at Falcon Point lift station is beyond repair. He listed 3 bids for the project and recommended that the $ 4,316.83 bid from Vandevanter Engineering be accepted. Alderman Randy Wyant motioned to approve the bid from Vandevanter Engineering not to exceed $4,600.00; second by Alderman Susan Tongate. MC 4-0. Aldermen Brandon Roderick, Laura Miller and Scott Davis were absent.

C.) Consideration of tree removal. Randy Stauffer reported that a split tree in the park needs to be removed and that they are proceeding with Ash tree removal at 4th Street, 5th Street, 6th Street and 7th Street to get out of the way for the Sewer project.

D.) Consideration of Ordinance 2017-O-06, for the City of Gibson City, Illinois 2017 Prevailing Wage. Attorney Marc Miller reported that the prevailing wage ordinance reflects 2015 rates due to the state Legislature’s inability to pass a recent budget. Alderman Dennis Pardick motioned to approve and accept Ordinance 2017-O-07 as presented; second by Alderman Nelda Jordan. MC 4-0. Aldermen Brandon Roderick, Scott Davis and Laura Miller were absent.

Announcements/Comments: None.

Adjourn: Alderman Dennis Pardick motioned to adjourn; seconded by Alderman Nelda Jordan. Council was poled with 4 ayes/ 0 objections.
