Paxton City Council Monthly met April 25.

Here is the minutes as provided by the council:

The adjourned monthly meeting of the Paxton City Council was held on Tuesday, April 25, 2017 at 7:00 p.m. in the Council Chambers at City Hall.

Mayor Ingold called the meeting to order at 7:02 p.m.

Roll call showed the following Aldermen in attendance: Bruens, Glad, Jones, Marshall and Pacey. Aldermen Steiger and Wilson were absent. Also in attendance were: Mayor Ingold, Attorney Marc Miller, Treasurer/Comptroller Burgess, Public Works Director LeClair, Chief of Police Bane, ERS Director Hanson, Dan Schuering, and members of the audience and press.

Finance/Budget

Attorney Miller stated the Library fund is made up of 2 parts. He said the County Clerk wants an allocation between the funds, if this isn't done it will cause the Library to lose $10,000. Alderman Pacey made a motion to approve ORD 17-11, An Ordinance of the City of Paxton, Illinois Clariying The 2016-2017 Levy as it relates to the library. Alderman Marshall seconded the motion. Roll call: ayes – Aldermen Bruens, Glad, Jones, Marshall and Pacey. All ayes, motion carried. Alderman Pacey made a motion to approve ORD 17-12, An Ordinance amending the appropriation Ordinance for 2016-2017. Alderman Jones seconded the motion. Roll call: ayes – Aldermen Bruens, Glad, Jones, Marshall and Pacey. All ayes, motion carried.

Public Works

Public Works Director LeClair stated he had handed out a list of streets that are being eyed for repair using the MFT funds. LeClair spoke with Dennis Cummings and he said some of the road choices may be a huge undertaking.

On the West side of Paxton:

600 & 800 Block of N. Market St.

American St. between Orleans and Patton

Start on W. Orleans St. and go to the south on Cherry St.

200 Block of W. State in front of the Courthouse.

On the East side of Paxton:

LeClair said 1000 and 1100 blocks of Summer St. Is being looked at to widen by 2 feet to the North, but will be a big undertaking, it could cost $85,000 just for this repair/widening.

LeClair stated there are some water issues in the ½ block of S. Vermilion, between E. Pells and E. Center that need to be taken care of before the road can be repaired.

300 Block of S. Spring between E. Patton and E. Orleans

Fall St. from Patton to Eastview

Alderman Marshall asked about the intersection of American and Franklin. LeClair stated he would take a look at it.

City Property

Mayor Ingold stated when the new Clara Peterson Elementary School is built, the 4th of July fireworks display will more than likely no longer be able to be at the ball field at the school. Les Mennenga, Fireworks coordinator, said they are eyeing Bixby Park for the display. He stated that there may be some congestion for parking, but was looking into having people brought in on trolleys from Coady Park to Bixby Park. Mennenga stated there will be a lot more room for them to put on the display and it is safer because no one would be able to get in behind them while they are shooting off the fireworks. Which poses a great safety risk.

Community

Alderman Pacey stated that 2300 people have seen the Community Survey he posted online.

Economic Development

Dan Schuering, TIF Attorney, stated the redevelopment agreement with the City and Thomas Scaggs needed to be amended. He said that it permits 100% reimbursement to Scaggs. It's not a pledge of money outside the TIF fund and allows the parties to look at the numbers and allows changes. Schuering stated the reimbursement amount stays at 75% until December 31, 2019, then it is recalculated every 4 years.

Schuering stated that there are some properties in Paxton that are under assessed and that if they are properly assessed it adds money to the TIF fund.

Alderman Glad made a motion to approve ORD 17-13, An Ordinance Amending a Redevelopment Agreement by and between the City Of Paxton and Scaggs Properties, Llc. Alderman Pacey seconded the motion. Roll call: ayes – Aldermen Glad, Jones, Marshall and Pacey. Nays – Alderman Bruens. 4 ayes, 1 nay motion carried.

Alderman Pacey made a motion to approve RES 17-14, A Resolution approving Eligible Project Costs Pursuant to a Redevelopment Agreement with Scaggs Properties, Llc. Alderman Jones seconded the motion. Roll call: ayes – Aldermen Glad, Jones, Marshall and Pacey. Nays – Alderman Bruens. 4 ayes, 1 nay motion carried.

Long Term Planning

Other

Mayor Ingold stated the old Pizza Hut building at 560 John St., has been leased and in a couple of weeks will be opening as a Breakfast and Lunch restaurant.

Alderman Bruens made a motion to

Approve the Mayor's Appointment for Alderman Ward 2, H.J. Flesner, for an Unexpired 2 Year Term. Alderman Glad seconded the motion. Roll call: ayes – Aldermen Bruens, Glad, Jones and Pacey. Abstention – Alderman Marshall. 4 ayes, 1 abstention, motion carried.

Mayor Ingold stated he would like to thank Del Bruens for his service to the Council and it was his last night as an Alderman. Ingold said Bruens has been an Alderman since May 2001 and been a great help and was very knowledgeable. Ingold stated it was also Brad Marshall's last night as an Alderman, he came to the Council on June 2011. Ingold thanked him for his service.

Alderman Marshall made a motion to adjourn the Adjourned Council Meeting. Alderman Jones seconded the motion. All ayes, motion carried.

The Adjourned City Council meeting adjourned at 7:52 p.m.
