FY 2017/18 ANNUAL ACTION PLAN & PRIOR YEARS AMENDMENT [SS 2017-016]

Staff Presentation: Manager Spear and Specialist Gomez’s presentation included the following topics:

 Presentation of the FY 2017/18 Annual Action Plan including the Prior Years  Amendment; and Annual Action Plan Public Hearing – final of three public hearings

 Publication of the Annual Action Plan Public Hearing

 Federal Funding for Housing and Community Development Activities

 FY 2017/18 Strategies – Community Development Block Grant (CBDG), CommUnity Matters Program, Neighborhood Revitalization, Home Repair Programs, Community Development Administration

 Amendment of Prior Years Annual Action Plan FY 2014/15 and 2015/16 – Request for Proposals (RFP) Process

 City Funds Allotted ($405,000) – Program Emphasis

 Proposals Received for Prior Year HOME Funds – Courage Connection, Habitat for Humanity, and Navicore – Community Reinvestment Group ($150,000 each organization)

 Annual Action Plan Amendment Timeline

 Safety Net Funding

Action Recommended: The Administration recommends directing staff to prepare the FY 2017/18 Annual Action Plan and support for the Urbana HOME Consortium’s Prior Years Annual Action Plan Amendment.

Council Members’ Technical Questions: Council Member’s noted the CommUnity Matters Program listed for Garden Lane should be Garden Park; and selection of neighbor participation.

Public Input: The following member of the audience spoke regarding use of funds and community investment: 

Isak Griffiths, Executive Director, Courage Connection

Council General Discussion: Council Members’ expressed support of staff’s proposal for the program; and the importance of addressing social and economic needs, and community redevelopment.

Public Hearing: FY 2017/18 Annual Action Plan – A Component of the 2015-2019 Consolidated Plan – Deputy Mayor Faraci read the purpose of the public hearing. The public hearing was opened at 8:48 p.m., and members of the public were invited to speak. No one spoke. The public hearing was closed at 8:49 p.m.

Poll (Annual Action Plan and Prior Years Amendment): Deputy Mayor Faraci polled Alternative 1 directing staff to finalize the FY 2017/18 Annual Action Plan for adoption on May 2, 2017, and to forward the Urbana HOME Amendment as recommended to the Urbana Home Consortium. The result of the poll was 8 ayes and 0 nays.

Adjournment: CM Bruno, seconded by CM La Due, moved to adjourn. A voice vote was taken; all voted yes.

The meeting adjourned at 8:50 p.m.
