A. Call to Order and Roll Call

There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00pm.

B. Approval of Minutes of Previous Meeting 

Alderman Smyth made a motion to approve minutes from the meeting held on March 6, 2017. Motion seconded by Alderman Ammons and carried by voice vote.

C. Additions to the Agenda

There were none.

D. Petitions and Communications

Police Chief Patrick Connolly distributed a letter of resignation to council members and the Mayor and told council members he would like to spend more time with his family. 

Durl Kruse recognized Jason Liggett for the good work he has done for UPTV. Mr. Kruse also recognized Police Chief Patrick Connolly for the good work he has done for the community and citizens of Urbana.

Mr. Kruse spoke about racial disparity in traffic stops. He said the results from a FOIA (Freedom of Information Act) request he recently submitted showed no change in disparity in Urbana traffic stops in the past year compared to previous years. He said local police departments should have a uniform legal standard of reasonable suspicion for conducting traffic stops, and officers be trained, monitored and should be held accountable to those standards.

Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues.

Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record.

a. Resolution No. 2017-03-017R: A Resolution of Support (To Plan and Create a Public Greenway and Bike and Pedestrian Multi-Use Pathway along the Boneyard Creek Corridor from the University of Illinois Campus to Downtown Urbana)

Alderman Brown made a motion to approve this resolution. Motion was seconded by Alderman Roberts. Alderman Roberts made friendly amendment to change the wording of the last sentence of Section I (paragraph 8). He made a friendly amendment to remove the words “of our descendants” due do redundancy. Motion to approve the amendment was seconded by Alderwoman Marlin. The motion to approve Resolution No. 2017-03-017R was carried by roll call vote as follows:

Alderman Brown moved to approve this ordinance. Motion was seconded by Alderman Jakobsson. Motion to approve Ordinance No. 2017-03-013 was carried by roll call vote as follows:

Alderman Brown made a motion to approve Resolution No. 2017- 03-014R. Motion seconded by Alderman Smyth and carried by roll call vote as follows:

Alderman Brown made a motion to approve Resolution No. 2017- 03-015R. Motion seconded by Alderman Smyth and carried by roll call vote as follows:

1. Ordinance No.2017-03-014: An Ordinance Approving Major Variances (To allow the reconstruction of an accessory garage that encroaches into required side yard and rear yard setbacks in the City’s R-5, Medium High Density Multiple-Family Residential District, at 717 South Broadway Avenue / ZBA Case No. 2017-MAJ-01 and ZBA Case No. 2017- MAJ-02)

Planner II Marcus Ricci presented Ordinance No. 2017-03-014 with recommendation for approval. The garage will replace the current garage that is deteriorating and will be demolished. It will be in the same location and will have the same dimensions as the existing garage.

Alderwoman Marlin made a motion to approve Ordinance No. 2017-03- 014. Motion seconded by Alderman Ammons and carried by roll call vote as follows:

2. Ordinance No.2017-03-015: An Ordinance Approving and Causing the Publication of the Official Zoning Map of the City of Urbana, Illinois (Plan Case No. 2304-M-17) – CD

Planning Manager Lorrie Pearson presented this ordinance. She stated it was an annual review of the zoning map. The map shows all of the re-zonings, landmarks and subdivisions approved over the past year, and was approved by Plan Commission on March 9, 2017. Alderman Smyth made a motion to approve Ordinance No. 2017-03-015. Motion seconded by Alderman Ammons and carried by roll call vote as follows:
