Gifford Board of Trustees approves purchase of e-ticket printer for police department

Gifford Board of Trustees met Thursday, Feb. 2.

The board of trustees provides oversight, guidance and governance for the village of Gifford.

Here are the minutes as provided by Gifford:

Regular Meeting February 2, 2017

The Village Board of Trustees met at 7:00 p.m. in the Gifford Village Building, to hold their regular monthly meeting. Officers and Trustees present were President Ackerman, Clerk Baker, Treasurer Christie Huls and Trustees Carpenter, Jones, Ehler, McFadden, Pannbacker and Severins. Water/Maintenance Childress, Police Chief Weary and Zoning Marshall Huls were all present.

Pledge of Allegiance and roll call.

Guests were Dave Atchley (MSA), Philip Kisubiks (Rantoul Press), Travis Youman, Mary Sutherlin, Mel Zech and Cindy Duden.

Marshall Huls had nothing to report for the month of January.

Dave Atchley, MSA had the fuel motor tax to sign and he still was not sure about when the reimbursement request for the sidewalk will come in.

Travis Youman was present to ask if the lot south of his building could be turned into commercial so he could have more room to expand his business. He would gate/fence the business property and have everything inside of this area. He would like to work with current neighbors to make this happen. Jess Childress said the water main my need to be rerouted. President Ackerman suggested he set up a meeting with the Zoning Board as a first step to get the property changed to commercial then it would come to the Village Board.

Mary Sutherlin was present to ask about a liquor license for Lenny’s Ice Cream Shop. She has taken it over again and will be reopening it the end of April or the first part of May. She said she would like to sell beer and wine only and limit the time to 9 p.m. for this with no package selling at all. President Ackerman said we would need to contact the lawyer and check on available licensure in town first.

Each Trustee and Officer had been furnished minutes of the last regular meeting of January 5, 2017. Trustee Pannbacker made a motion to dispense with the reading of the minutes. It was seconded by Trustee Severins. All trustees concurred in a roll call vote (6 yes, 0 no). Trustee Jones made a motion to accept the minutes as read. It was seconded by Trustee Pannbacker. All trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the bills to be considered for payment, Trustee Carpenter made a motion to dispense with the reading of the bills. It was seconded by Trustee McFadden. All Trustees concurred in a roll call vote (6 yes, 0 no). Trustee Jones made a motion to pay the bills. It was seconded by Trustee Pannbacker. All Trustees concurred in a roll call vote (6 yes, 0 no).

Each Trustee and Officer had been furnished printed copies of the Treasurer’s Report, Trustee Carpenter made a motion to dispense with the reading of the Treasurer’s Report, except for the summary. It was seconded by Trustee Jones. All Trustees concurred in a roll call vote (6 yes, 0 no). The starting balance in Village accounts as of January, 2017 was $748,775.71. Total money received for the month of January, 2017 was $60,377.49, plus $8.75 interest from CD#15399 and $10.56 interest from CD#8170. Total expenses for the month were $50,195.16, leaving a balance on January 31, 2017 of $758,977.35. The balance in the Disaster Recovery Fund as of January 31, 2017 was $138,720.53; money received $22,717.11 and paid out $00.00 leaving a balance on January 31, 2017 of $161,437.64. The balance in the IDOT Construction Fund as of January 31, 2017 was $53,089.28; money received $00.00 and paid out $22,717.11 leaving a balance on January 31, 2017 of $30,372.17.

POLICE REPORT

Chief Weary reported in investigative matters there were 18 incidents, 2 reports and 0 arrests. In traffic matters there were 29 incidents, 27 warnings, 0 citations and 0 arrests.

WATER AND SEWER REPORT

Activity for the month of January, 2017. Total gallons of water pumped were 2,235,000 gallons. The average daily consumption of water for the month was 72,096 gallons. Childress reported he had to replace a broken chlorine line in pump house that fed from the chlorine tank to the pump, changed oil and greased blowers at waste water plant, had both generators serviced, the water plant generator was good and the waste water plant generator had to have two new relays and a block heater replaced. We put new two new fluorescent fixtures in the blower room and storage room at the waste water plant, took down all the Christmas lights and tree, fixed broken water service at Eagle Prairie due to losing 20,000 gallons of water a day. Jetted tile on Church Street and on East Street for a blockage, backwashed all pressure filters at pump house, logged all water bill receipts and made all deposits. Read all water meters and remotes, sent out 18 letters of non-payment of water and sewer bills and discontinued 3 services for non-payment.

STREET AND ALLEY REPORT

Trustee Pannbacker – Trustee Pannbacker asked what was going to be done with the trees on Ernray Drive. Trustee Ehler said he would talk with Kenny Warner to see if he had a smaller tree spade to get them removed, Darren Suits spade was too big and would tear up the road.

SANITARY AND STORM REPORT

Trustee Ehler – No Report

POWER LIGHTS AND TELEPHONE REPORT

Trustee Severins reported 1 light out on North West St., and it has been fixed. He noticed another light out on Park St. today, he will call and get it fixed.

RESOURCES MANAGEMENT AND PUBLIC RELATIONS REPORT

Trustee Carpenter – No Report

FACILITIES CONSTRUCTION AND MAINTENANCE REPORT

Trustee McFadden – Trustee McFadden reported that the lights out front would get taken care of the 1st part of May.

OLD BUSINESS

President Ackerman brought up the discussion from the last meeting about changing the meeting date. It was talked about and then left the same, 1st Thursday of each month.

President Ackerman had the bids for new mowers one from Birkeys and one from John Deer.

Trustee Ehler made a motion to accept John Deere at the lowest bid for $10,622.43. It was seconded by Trustee

McFadden. All Trustees concurred in a roll call vote (6 yes, 0 no).

Trustee Ehler brought up the purchase of a generator Jess has found a used one with only 400 hours on it for $10,000.00. The one we have at this time is 38 years old.

Trustee Pannbacker made the motion to buy the used generator. It was seconded by Trustee Carpenter. All Trustees concurred in a roll call vote (6 yes, 0 no).

NEW BUSINESS

Trustee Jones would like for the board to look into possible different garbage pick-up for the Village Building because of the cost. It will be looked into and reported back at the next meeting.

Chief Weary would like to purchase a new printer for E-ticket printing. Something that will soon, possibly by September of 2017, be mandated for printing tickets. The printer would cost $995.00. All Trustees concurred in a roll call vote (6 yes, 0 no).

Trustee Pannbacker moved the meeting be adjourned. It was seconded by Trustee Severins. All Trustees concurred in a voice vote. The meeting was adjourned at 7:46 p.m.
