Woodstock City Council votes on leaf disposal contract

Woodstock City Council met Tuesday, Feb. 21.

The city of Woodstock operates under the council-manager form of government that combines the political leadership of an elected mayor and six city council members with an appointed city manager. The city council oversees all activities in the city and serves the needs of city residents. City council meetings are held at 7 p.m.on the first and third Tuesdays of each month in the City Council Chambers on the second floor of City Hall, 121 W. Calhoun St.

Approval of an Ordinance Amending Title 3, Chapter 3, Liquor Control, of the Woodstock City Code for Class A-2 (Restaurant) Liquor License for La Trinidad Restaurant, 2085 S. Eastwood Drive,.

Approval of an Ordinance imposing certain temporary traffic restriction and parking restrictions in the City of Woodstock for the Benton Street Event.

3. Ordinance – Revenue Bonds – Tax Abatements

a) An Ordinance abating the additional tax imposed by Ordinance Number 02-O-108, supplemented by Ordinance Number 04-O-26, and further supplemented by Ordinance Number 13-O-42, General Obligation Bonds (Alternate Revenue Source) Series 2013B, issued for the purpose of refunding a portion of the Series 2004B Alternate Revenue Source Bonds, be adopted.

b) An Ordinance abating the additional tax imposed by Ordinance Number 16-O-47, General Obligation Bonds (Alternate Revenue Source) Series 2016, issued for the purpose of refunding all or a portion of the City’s outstanding General Obligation Waterworks and Sewerage Bonds (Alternate Revenue Source), Series 2008A be adopted.

c) An Ordinance abating the additional tax imposed by Ordinance Number 14-O-35, General Obligation Bonds (Alternate Revenue Source) Series 2014, issued for the purpose of Refunding Series 2005B General Obligation Bonds (Alternate Revenue Sources) and Series 2003 General Obligation (Limited Tax) Debt Certificates Issued for Construction Roadway Improvements and the Development of New Park Sites Along with Recreation Facility Improvements for the City of Woodstock.

d) An Ordinance abating the additional tax imposed by Ordinance Number 08-O-41, General Obligation Bonds (Alternate Revenue Source) Series 2008A, issued for the purpose of constructing improvements to the First Street Water Treatment Plant be adopted.

e) An Ordinance abating the additional tax imposed by Ordinance Number 10- O-34, General Obligation Bonds (Alternate Revenue Source) Series 2010A, issued for the purpose of refunding a portion of the Series 2000C Alternate Revenue Source Bonds (Aquatic Center) and the Series 2001B Alternate Revenue Source Bonds (Opera House Annex), be adopted.

f) An Ordinance abating the additional tax imposed by Ordinance Number 10- O-34, General Obligation Bonds (Alternate Revenue Source) Series 2010B, issued for the purpose of refunding a portion of the Series 2000D Alternate Revenue Source Bonds (Library Improvements), be adopted.

g) An Ordinance abating the additional tax imposed by Ordinance Number 10- O-34, General Obligation Bonds (Alternate Revenue Source) Series 2010C, issued for the purpose of refunding a portion of the Series 2002E Alternate Revenue Source Bonds (TIF Infrastructure Improvements), be adopted.

h) An Ordinance abating the additional tax imposed by Ordinance Number 10- O-34, General Obligation Bonds (Alternate Revenue Source) Series 2010D, issued for the purpose of refunding a portion of the Series 2002F Alternate Revenue Source Bonds (Seminary Avenue Water Treatment Plant Expansion), be adopted.

i) An Ordinance abating the additional tax imposed by Ordinance Number 10-O-34, General Obligation Bonds (Alternate Revenue Source) Series 2010E, issued for the purpose of refunding a portion of the Series 2002G Alternate Revenue Source Bonds (TIF Loan Refunding), be adopted.

4. Ordinance – Surety Bonds

An Ordinance amending Title 1, Chapter 6, Section 1.6.3, Bond Requirements, of the City Code of the City of Woodstock to eliminate the requirement for the City to purchase surety bonds.

5. Award of Contract - Leaf Disposal Contract

Award a contract for 2017 - 2019 Leaf Disposal Services to Dahm Enterprises Inc. based upon a bid price of $3.00 per cubic yard for three years.

6. Resolution – Woodstock Harley Incentive

Approval of a Resolution to Assign the Sales Tax Incentive Agreement with Vroom Vroom LLC to Lone Star-Cardinal Motorcycle Ventures XIV, LLC, the purchaser of Woodstock Harley Davidson.
