JANUARY 2017 BOARD MEETING MINUTES

The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, January 2, 2017 at 7:00 p.m. by Mayor Ricardo Onken.

Trustees present were:

Rick Vance - Aye

David Rathke - Aye

Jason Pierce - Aye

Carol Stephenson - Aye

Lonnie Meiner - Aye

Kelly Gradert - Aye

Also present were Village Treasurer Linda Hanson; Public Works Brian Hereford; and Police Chief Michael Scott.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Kelly Gradert seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – aye; Kelly Gradert – Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of December, 2016.

Beginning balance as of December 1, 2016 $310,539.33

Ending balance as of December 31, 2016 $269,014.77

Decrease for December, 2016 ($ 41,524.56)

(Due to paying $29,000 to Beitz Trucking for Todd Clark building)

Trustee Rick Vance made a motion to pay the bills as presented. Trustee Jason Pierce seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.

Trustee Jason Pierce, Chairman of the Finance and Audit Committee, reported that the audit report is in the folders. Jason will review and report more next month.

Trustee David Rathke, Chairman of the Police and Liquor Committee, reported that the Activity Report for the month of December, 2016 for the Colfax Police Department is in your folders.

Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, had nothing to report. Public Works Brian Hereford reported that will be digging in the alley behind the post office to fix a sewer line break.

Trustee Rick Vance, Chairman of the Streets and Lights Committee, reported that he spoke with Jim Beitz regarding the obstructions behind the flower shop.

The first item under Old Business was regarding the ServLine program. Public Works Brian Hereford checked the website and reported that ServLine assume that your meter is on the outside of the house. Brian stated that this does not cover leaking toilets or anything inside the house.

Trustee Rick Vance made a motion to approve Ordinance 2017-01 as presented. Trustee Kelly Gradert seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; Kelly Gradert – Aye; Motion carried.

Police Chief Michael Scott reported on the in-car computers for the squad cars. Mike reported that the Crime Detection Grant money has been reduced this year. Mike reported that Police Officer Dustin Carter has found a semi-rugged computer thru a factory rep at Dell.

Two (2) computers and mounts $4,370.00

Total Grant money $4,000.00

Installation for both – up to $1,000.00

Total Village would pay $1,370.00

Mike reported that there is $6,000.00 in the squad car account and since most of the equipment bought has been through grants so have plenty of budgeted money left too.

Mike reported that the County received their grant for replacing all radios and will be replacing all in car repeaters and 2 radios. Mike reported that the repeaters are $15,000.00 equipment.

Purchased the first in car computer in 2005 – had to do a full upgrade on it. The second computer was gotten thru an ILEAS grant.

Trustee Lonnie Meiner reported on Octavia Park District. Lonnie spoke with several of the surrounding towns and Lexington is the only town that has a Park District – the other towns run their pools. Lonnie reported that Lexington gives the first fill of the swimming season to the Park District but then any remaining water used is billed at regular price for the remainder of the year.

Lonnie will schedule a Water Committee Meeting to work out the details on the Agreement with the Park District.

Mayor Ricardo Onken reported talking to Dollar General. They need at least an acre of land to build a store on.

The Mayor reported receiving some telephone calls asking what the Village is going to do with the property on Main Street.

Public Works Brian Hereford reported that going to wait and see what the Village is going to do with the lots before filling with rock. It would take approximately 20 semi loads of rock to fill but if someone buys the lots to build on then would have to take it all back out. Brian said it would cost around $10,000 to rock.
