Champaign Plan Commission recommends approval of South Center Research Park No. 13

Champaign Plan Commission met Wednesday, Jan. 18.

The Plan Commission acts in an advisory capacity for the City Council. It discusses and reviews various land-use and related issues. It also considers preliminary and final subdivision plans, zoning changes, and annexation agreements. The Commission consists of seven members and two alternates that are appointed by the Mayor and approved by Council. Members serve three-year terms.

Meeting was called to order at 4:00 p.m.

The minutes of the January 4, 2017 meeting were unanimously approved and accepted as submitted.

PL16-0053 Preliminary/Final Subdivision Plat for South Center Research Park No. 13

VanBuskirk: This case is for the South Center Research Park No. 13. This is the second phase of this project. At the last meeting, you reviewed and recommended approval of the preliminary planned development for this same location. The plat has a little bit of a different boundary which is explained.

Eric explains the preliminary/final plat process and what is reviewed in each process. The plat is reviewed. He explains that this plat creates four new lots and what will be constructed on each of the lots.

The preliminary planned development was approved last night at City Council. Part of that process included several waivers one of which was from the Subdivision Regulations requiring that all outside frontages be along a public street. This waiver was limited to lot 1302, which is the lot for TDFC #4. This plat will actually establish a permanent access easement across lot 1301. That is why this lot is being included in this replat so that vehicular access will come in off of St. Mary’s road. Future phases, as was discussed in the preliminary/planned development, will take access off of Fourth Street. This plat does not cover that area. This area will be subdivided at a later date. There will be simple infrastructure improvements included with this project. Eric explains the improvements

This plat meets all of the standards and the needed waivers were approved last night so no new waivers are being requested.

Staff recommends that the Plan Commission forward this case to City Council with your recommendation for approval.

Commission discusses what was approved at City Council and what Plan Commission reviews. Attachments are discussed and lot numbers are clarified. Property lines are explained. The Commission also discussed who will own the lots where storm water detention will be done.

Dudley: Is there anyone in the audience who would like to speak?

Cole: I move that we forward case PL16-0053 to the City Council with our recommendation for approval. Bryan: Seconds. Unanimous “yes” vote.

Knight: This will go to the February 7, 2017 City Council meeting. He also reviews the City Council actions on items that have been heard previously by Plan Commission.
