Pesotum Board of Trustees hires extra snowplow employee

Pesotum Board of Trustees met Wednesday, Dec. 7.

VILLAGE BOARD OF TRUSTEES REGULAR MEETING December 7, 2016 6:30 PM MINUTES

1. Call to Order - The meeting was called to order at 6:30 pm. 

2. Pledge of Allegiance and Roll Call – Trustees Present were Beth Wise, Katie Wilson, Tim Schultz, Joyce Ragle, and Dianne Reed. Trustee Charles McCrone was absent. Also present were President Cheryl Smitley, Treasurer Melanie Schultz, and Clerk Mary Jo Harvey. 

3. Presentations/Comments from the General Public – none 4. Routine Matters

4.1. Approval of Regular Board Meeting Minutes November 2, 2016 – Trustee Reed motioned to approve the regular board meeting minutes of November 2, 2016. Trustee Wilson seconded. Motion approved unanimously. 

4.2. Approval of Treasurer’s Report for the Month Ended, November 30, 2016 - Treasurer Schultz announced a correction of an error in the report, regarding check number 1274, a check payable to the News-Gazette. Trustee Reed made a motion to approve the Treasurer’s report for the month ended November 30, 2016, with the following correction: by pulling check number 1274 and correcting the check amount to the News Gazette in the amount of $181.66.Trustee Ragle seconded. Motion approved unanimously. 

4.3. Bill Payment

4.3.1. Approval of Monthly Bills for Payment - Trustee Wilson made a motion to approve the monthly bills for payment. Trustee Wise seconded. Motion approved unanimously. 

4.3.2. Approval of Bills Received after Treasurer’s Report - Trustee Wise motioned to approve to pay Ameren in the amount of $710.78, and Livingston, Barger, Brandt and Schroeder in the amount of $2,998. Trustee Wilson seconded. Motion approved unanimously. 

5. Reports

5.1. Village Clerk, Mary Jo Harvey - Caucus results from Monday, December 5, were announced. At the People’s Party Caucus, Joyce Ragle was nominated for the office of Village President, Dianne Reed was nominated for Trustee, and Dee Ann Hoffmann was nominated for Trustee. In addition, Statement of Economic Interest notices were sent by email from the Champaign County Clerk to all Board Members and Zoning Board Members. These must be submitted each January to May. The updated community building form is available on the website, www.pesotum.org. 

5.2. Village Maintenance, Fred Smitley – Animal Control removed the stray roosters which had been roaming the streets of Pesotum. 

5.3. Village Building Inspector, Lyle Reed - There is an active permit at 408 West Jefferson for plumbing. Building permits are pending at 8 Harness Lane and 1 Horseshoe Lane. 

5.4. ESDA Coordinator, Rob Russian - not present

6. Old Business

6.1. Nuisances – President Smitley gave an update on nuisance communication and compliance. 

7. New Business

7.1. Alleyway Adjacent to 301 West Washington – In the interest of protecting his yard from traffic at 301 West Washington, Mr. Deitrich proposed that the Village of Pesotum consider designating the alleyway adjacent to the property as one-way to the north. President Smitley advised that the home-owner is responsible for doing a survey to locate where the corner pin is located before any next steps could be taken. 

7.2. Animal Control Update - President Smitley reiterated that the Village of Pesotum should contact Animal Control to help with stray animals. In the past, dispatch has failed to consistently respond to requests from community members, but President Smitley has communicated with Animal Control about the problem. Animal Control does service our community, and an annual fee is paid by the Village. 

7.3. Approval of Annual Bonus for Maintenance Staff – Trustee Reed motioned that the bonus for maintenance staff will be $150 each for Fred Smitley and Larry Meyer, and $75 for Glenn Schweighart. Trustee Ragle Seconded. Motion approved unanimously. 

7.4. Approval of Illinois Municipal League Membership Dues – Trustee Wilson made a motion to approve payment of annual Illinois Municipal League Membership Dues. Trustee Wise seconded. Motion approved unanimously. 

7.5. Hiring of Additional Snow Plow Employee –Village of Pesotum resident Todd Heath has expressed interest in assisting with Village snow plowing. Plowing would fall under direction of the Maintenance Staff at a rate of $10 per hour. Trustee Wilson motioned to approve the hiring of an additional slow plow employee. Trustee Reed seconded. Motion approved unanimously. 

8. Presentations/Comments from the Board –

8.1. Trustee Wilson announced that Santa will be at the Pesotum Fire House, Saturday, December 17, 2016, from 10-11 am. 

8.2. Trustee Reed commended maintenance staff on the installation of holiday decorations. 

8.3. Treasurer Schultz requested W-2’s, W-4’s and I-9’s be filled out by Trustees, going into effect in January 2017. 

8.4. Trustee Wise requested the maintenance department look into the problem of a dead tree on public property on Oak Street. 

9. Correspondence - none 

10. Announcements 

10.1 Next Village Board Meeting, Wednesday, January 4, 2017, 6:30 pm. 

10.2 Next Study Session, Wednesday, December 21, 2016, 6:30 pm – Cancelled by consensus of the Village Board.

11. Adjournment – Trustee Wilson motioned to adjourn. Ragle seconded. Meeting adjourned at 7:35 pm.
