Homer Board of Trustees approves TIF agreement with Vintage Bakery

Homer Board of Trustees met Monday, Oct. 10.

Village of Homer Regular Meeting of Trustees Monday, October 10, 2016 7:00pm

Those Present: Village Trustees: Zach Wells, Kevin Knott, Guy James, Mike Johnson, Roy Woodmansee, and Charles Montgomery, Village President, Raymond Cunningham, Village Clerk, Sharon Jeffers, Chief of Police, John Rouse, Maintenance, Bub Miller, Maintenance/Sewer/Zoning, Dave Hermes, residents and guests, Bill Mitchell, Becky Smith, Freddy Smith, Crystal Allen, Rob and Debi Danner, Christine Cunningham, Sue Smith, Herb Lacey, Ray Ryerson, and Pat Perry.

Community input: Debi Danner spoke about a permit for a new front porch but the ordinance does not allow for it to be constructed. The board will meet Monday, October 17th at 7:30pm to discuss if a variance or ordinance amendment can be made allowing the porch to be built. Sue Smith spoke to the board, she reminded the board that she is stepping down from gardening at the downtown Caboose Park, she presented the board with information on the project for the past several years.

Board Comment: The Mayor announced the Fire Department open house Tuesday, October 18th. The Clerk reminded the board of the invitation from the Homer New Life Church and to RSVP to her.

Minutes: Guy James made the motion to approve regular, Zoning hearing and Library minutes as presented: Charles Montgomery second the motion, all in favor, motion approved.

Village Bills: Mike Johnson made the motion to approve payment of Village bills and to include bill to Ray's Plumbing for storm drain repair, advertising with Homer Opera House, Kevin Knott second the motion, roll Call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Roy Woodmansee, yes, and Charles Montgomery, yes, motion approved.

Reports: Kevin Knott made the motion to approve Treasurer, Police, Maintenance, Water, Sewer, Zoning, and Village Hall reports as presented, Guy James second the motion, all in favor, motion approved.

Dewatering pump: Guy James made the motion to purchase a Honda dewatering pump in the amount to $1560.00 (1/2 tool line item General Fund, and V4 equipment line item, water), Mike Johnson second the motion, roll call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, yes, Mike Johnson, yes, Roy Woodmansee, no, Charles Montgomery, yes, motion approved.

Ordinance 101016A: Kevin Knott made the motion to pass Ordinance 101016A, An Ordinance approving and authorizing execution of TIF agreement with Vintage Bakery, Mike Johnson second the motion, roll call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, recuse, Mike Johnson, yes, Roy Woodmansee, yes, and Charles Montgomery, yes, motion approved.

Ordinance 101016B: Charles Montgomery made the motion to pass Ordinance 101016B, An ordinance approving and authorizing execution of TIF agreement with Patrick Perry, Kevin Knott second the motion, roll call vote: Zach Wells, yes, Kevin Knott, yes, Guy James, recuse, Mike Johnson, yes, Roy Woodmansee, yes, and Charles Montgomery, yes, motion approved.

Rising Wireless: Guy James made the motion to accept Rising Wireless agreement: Mike Johnson second the motion, roll call vote: Zach Wells, no, Kevin Knott, no, Guy James, no, Mike Johnson, no, Roy Woodmansee, no, and Charles Montgomery, no. Motion failed.

Halloween hours: Mike Johnson made the motion to set 2016 Halloween hours for 6-8pm October 31, Roy Woodmansee second the motion, all in favor, motion approved.

Pat Perry asked about TIF funds helping with building an approach onto his property off Main St (Rt 49) The Village will look further into this issue.

Adjourn: Mike Johnson made the motion to adjourn, Charles Montgomery second the motion, all in favor, motion approved. Adjourn: 7:54pm

Those Present: Village Trustees: Charles Montgomery, Mike Johnson, Roy Woodmansee, Guy James, and Kevin Knott, not present, Zach Wells. Also present: Village President, Raymond Cunningham, Village Clerk, Sharon Jeffers, and residents, Debbi and Rob Danner.

This meeting is to discuss the permit to build a front porch at 504 WThird St, and whether a variance or an Ordinance amendment is necessary.

The ordinance and resident's plans were reviewed. According to Ordinance 051412, amending the Zoning Ordinance, the resident's plans are in compliance with the Ordinance.

They have asked the maintenance department to mark 33 feet from the center of the road into the resident's property so they will have guidance on the setbacks for their porch construction.

Guy James made the motion to instruct the Zoning Administrator to issue a building permit to the Danner's, residing at 504 WThird St for the purpose of building a front porch according to and in compliance with Ordinance 051412, Charles Montgomery second the motion, all in favor, motion approved.

Charles Montgomery made the motion to adjourn, Guy James second the motion, all in favor, motion approved. Adjourn 7:40pm
