Urbana Civilian Police Review Board discuss gun violence

The city of Urbana Civilian Police Review Board met Aug. 31 to discuss gun violence.

Here are the meeting's minutes, as provided by the board:

"The Urbana Civilian Police Review Board (CPRB) is a city board, with subpoena power, established by Mayor Prussing and the Urbana City Council in 2011 to provide a fair and independent process for the review of citizen complaints concerning sworn police officers. The Board is not a part of the police department."

MEMBERS PRESENT: Ricardo Díaz, Scott Dossett, Diane Gottheil, Mikhail Lyubansky, Megan McGinty, Grace Mitchell, Ivy Williams

MEMBERS NOT PRESENT: none

STAFF PRESENT: Alex Bautista

1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM

a. Chair Mitchell called this meeting of the Urbana Civilian Police Review Board to order at

5:31 p.m. Roll was taken. A quorum was present.

2. CHANGES TO THE AGENDA a. There were none.

3. APPROVAL OF MINUTES

a. April 27, 2016 Draft Minutes

i. Ms. Gottheil made a motion that the draft minutes of the April 27, 2016 meeting be approved as amended. Mr. Dossett seconded the motion. Chair Mitchell called for a voice vote. All were in favor. The motion carried unanimously.

4. STAFF REPORT

a. Mr. Bautista introduced new Board member, Mikhail Lyubansky.

5. PUBLIC PARTICIPATION

a. There was none

6. OLD BUSINESS

a. There was none.

7. NEW BUSINESS

a. Discussion: C-U Fresh Start and Gun Violence

i. This discussion was introduced and begun by Mr. Bautista. The Board discussed

the C-U Fresh Start Program and its potential impact on gun violence in the community. Comments and questions from the Board were addressed by Mr. Bautista during the course of discussion. b. Discussion: CPRB Outreach Efforts

i. Mr. Bautista presented the Board with a report on recent outreach activities

undertaken by the Human Relations Office, including A Taste of Champaign- Urbana and the Urbana Sweetcorn Festival. Mr. Bautista further outlined upcoming events at which the Human Relations Office/Civilian Police Review Board would have a presence. Mr. Bautista called for volunteers from the Board to assist in outreach efforts for the coming calendar year. Mr. Dossett, Ms. Williams, Mr. Lyubansky and Mr. Díaz volunteered their services, with Mr. Díaz’s efforts to be focused on immigration issues. c. Preliminary Discussion: CPRB Scope of Review Concerning Informal Complaints

i. This discussion was introduced and begun by Mr. Bautista. The Board discussed its scope of review regarding informal citizen police complaints. Comments and questions from the Board were addressed by Mr. Bautista during the course of discussion. d. Discussion: CPRB Business Cards

i. This discussion was introduced and begun by Mr. Bautista. The Board reviewed and discussed the latest mock-up of business cards to be distributed to the public. Comments and questions from the Board were addressed by Mr. Bautista during the course of discussion. Mr. Bautista informed the Board that revisions as discussed at this meeting would be made and distributed to the Board for feedback via e-mail. e. Preliminary Discussion: Planning for Performance Review to Evaluate TASER Review

Process

i. This discussion was introduced and begun by Mr. Bautista. Mr. Bautista

suggested that the next regular quarterly Board meeting be reserved for discussing this matter, barring any other matters which may arise in the meantime. The Board agreed by consensus. A brief discussion ensued, with comments and questions from the Board being addressed by Mr. Bautista and Ms. Mitchell during the course of discussion.

8. ANNOUNCEMENTS

a. Mr. Bautista announced that the Champaign-Urbana International Humanitarian Awards

event would take place on September 8, 2016 at the Hilton Garden Inn in Champaign. b. Ms. Mitchell reminded Board members to schedule ride-alongs with the Urbana Police

Department.

9. ADJOURNMENT

a. With no further business to come before the Board, Mr. Dossett made a motion that the

meeting be adjourned. Ms. Gottheil seconded the motion. Chair Mitchell called for a voice vote. All were in favor. The motion carried unanimously. The meeting was adjourned at 7:13 p.m.
