VILLAGE BOARD OF TRUSTEES REGULAR MEETING
September 7, 2016
6:30 PM
MINUTES
1. Call to Order – The meeting was called to order at 6:30 pm.
2. Pledge of Allegiance and Roll Call – Trustees present were Katie Wilson, Tim Schultz,
Joyce Ragle, and Dianne Reed. Trustees Chaz McCrone and Beth Wise were absent. Also
present were President Cheryl Smitley, Treasurer Melanie Schultz, Attorney Elizabeth Megli,
and Clerk Mary Jo Harvey.
3. Presentations/Comments from the General Public - none
4. Routine Matters
4.1. Approval of Regular Board Meeting Minutes August 3, 2016 – Trustee Reed moved to
approve the August 3, 2016, Board Meeting Minutes with corrections. Trustee Wilson
seconded. Motion approved unanimously.
4.2. Approval of Financial Report for the Month Ended, August 31, 2016 – Illiana
Construction was paid for approved roadwork from the General Fund. Trustee Reed
motioned to approve the report. Trustee Schultz seconded. Motion approved
unanimously.
4.3. Bill Payment
4.3.1. Approval of Monthly Bills for Payment – Trustee Wilson motioned to approve the
bills for payment. Trustee Reed seconded. Motion approved unanimously.
4.3.2. Approval of Bills Received After Treasurer’s Report - Trustee Ragle motioned to
approve the bill received after the treasurer’s report to Ameren in the amount of
$495.41. Trustee Schultz seconded. Motion approved unanimously.
5. Reports
5.1. Village Clerk, Mary Jo Harvey – Clerk Harvey reported that she and President Smitley
sorted older records and are working on disposing excess according to the Local Records
Commission.
5.2. Village Maintenance, Fred Smitley – The infield has been treated for weeds at the
ballpark. Mowing continues with the good growing weather. Tree suckers are trimmed.
Minor vandalism in the park bathrooms has occurred. Maintenance staff informed the
board that parental supervision of children in the park is appreciated.
5.3. Village Building Inspector, Lyle Reed – A building permit was issued for an accessory
building at 408 West Jefferson. A stop work order was issued at 8 Harness Lane for
building with no permit and various other problems.
5.4. ESDA Coordinator, Rob Russian – absent, no report
6. Old Business
6.1. Davis Memorial Cemetery Update – President Smitley and Clerk Mary Jo Harvey have
walked a portion of the cemetery to verify plots. President Smitley would anticipate the
formation of a future volunteer cemetery board.
7. New Business
7.1. Approval of IPWMAN Attendance at Conference – A Conference in Bloomington in
early October will be held, and President Smitley will attend.
8. Presentations/Comments from the Board
8.1. Halloween Children’s Party and Trick-or-Treating Hours –A Children’s Party hours will
be announced. Trick-or-Treating will be on October 31, 5:30-7:30 pm.
9. Correspondence
9.1. Trustee Schultz informed the board of an instance disregarding the Village burning
ordinance. An address was submitted to the Attorney for follow up.
9.2. Trustee Ragle gave an address of a home with an abandoned vehicle.
9.3. Various announcements were listed for the upcoming newsletter.
9.4. The Champaign County Residential Electronics Collection will be held October 15,
2016, at Parkland College.
10. Announcements
10.1 Next Village Board Meeting, Wednesday, October 5, 2016, 6:30 pm
10.2 Next Study Session, Wednesday, September 21, 2016, 6:30 pm – Cancelled for the
month of September.
11. Adjournment - Trustee Wilson motioned to adjourn. Trustee Schultz seconded. Meeting
adjourned at 7:55 pm.
