The village of Pesotum Board of Trustees met July 6 to receive an update on painting at the park and the repair of some nails that had popped up in the wooden border around the playground.

VILLAGE BOARD OF TRUSTEES REGULAR MEETING July 6, 2016 6:30 PM MINUTES

1. Call to Order – The meeting was called to order at 6:30 pm. 2. Pledge of Allegiance and Roll Call - Trustees present were Beth Wise, Tim Schultz, Joyce

Ragle, and Katie Wilson. Trustees Chaz McCrone and Dianne Reed were absent. Also present was President Cheryl Smitley, Treasurer Melanie Shultz, Attorney Elizabeth Megli, and Clerk Mary Jo Harvey. 3. Presentations/Comments from the General Public – President Smitley expressed thanks to those who helped during the American Water main break, which occurred last week. The Fire Department which assisted in handing out water to the public, Trustee Wilson who communicated the matter on Facebook, and Larry Meyer who posted the announcement on the marquis, all helped the situation go smoothly. 4. Routine Matters

4.1. Approval of Regular Board Meeting Minutes, June 1, 2016 – Trustee Ragle motioned to approve the minutes of June 1, 2016, as amended. Trustee Wilson seconded. Motion approved unanimously. 4.2. Approval of Financial Report for the Month Ended June 30, 2016 – Trustee Ragle made a motion to approve the Financial Report for the Month ended June 30, 2016. Trustee Shultz seconded. Motion approved unanimously. 4.3. Bill Payment

4.3.1. Approval of Monthly Bills for Payment – Trustee Wilson motioned to approve the bills for payment. Trustee Wise seconded. Motion approved unanimously. 4.3.2. Approval of Bills Received After Treasurer’s Report Preparation – Trustee Wise moved to approve the bill payment to Kona Ice, LLC, in the amount of $295 for the Waterworks upcoming event at the park. Trustee Schultz seconded. Motion approved unanimously. 5. Reports

5.1. Village Clerk, Mary Jo Harvey – Clerk Harvey is looking into local training for clerks and treasurers. 5.2. Village Maintenance, Fred Smitley – Mr. Smitley reported on painting at the park and the repair of some nails which had popped up in the wooden border around the playground. CMS and IDOT are being consulted in investigating broken tiles and standing water issues at the burn site. Roundup was sprayed on weeds, and mowing continues. The old Village truck air conditioning is being repaired. 5.3. Village Building Inspector, Lyle Reed – A permit was issued for a pool deck at 307 S. Chestnut. 5.4. ESDA Coordinator, Rob Russian – absent, no report 6. Old Business

6.1. MFT Update – President Smitley delivered letters to residents announcing roadwork to begin on Surrey and Harness on the west side and at the park on the corner of Madison and Park. 7. New Business

7.1. Approval of Ratification of Prevailing Wage Ordinance and Certified Copy of Prevailing Wage Ordinance – Attorney Elizabeth Megli explained that a scrivener’s error regarding the date on the document approved last month requires a ratification of the document. Trustee Wilson made a motion to ratify the prevailing wage ordinance. Trustee Ragle seconded. Motion approved unanimously. 7.2. Discussion of and Approval of Ordinance Restricting Entry upon Certain Municipally Owned Property – Attorney Elizabeth Megli presented the ordinance 16-02 giving the right to place signage at the Village property where burning takes place. The signage is regarding trespassing and that trespassing is subject to fines. Trustee Wilson made a motion to approve Ordinance 16-02 Restricting Entry upon Certain Municipally Owned Property. Trustee Wise seconded. Motion approved unanimously. Discussion followed. The Village has confirmed ownership of the property. 7.3. Discussion of Truck Route Signage and Consideration and Approval of Ordinance

Establishing Truck Route and Eliminating Certain Stop Signs –Trustee Wise moved to approve Ordinance 16-03, establishing a truck route in Pesotum with signage and eliminating certain stop signs. Trustee Wilson seconded. Following, a resident provided input that while the traffic was slowed with existing stop signs, the noise increased by the stop signs. Motion approved unanimously. 8. Presentations/Comments from the Board

8.1. A children’s Waterworks Day will be held at the park this Sunday, July 10, from 1-3. Local children will be invited to put their painted handprints on the culverts. The fire department has been invited. Children will receive one free Kona Ice, and more is available for purchase. Nickel and Dimes will perform a concert at 6 pm on August 13. 9. Correspondence –

9.1. It has been discovered that Ameren utilities have seemingly been paid by the Village on the Township Building for 40 years, due to many oversights. President Smitley has been communicating with the Township, the utilities company, and legal counsel. 9.2. President Smitley gave a new bid of $2000-$2500 on the antique fire Pumper. Further discussion at the next study session. 9.3. The annual audit is underway with the auditor, Feller and Kuester, CPAs LLP. 9.4. Citizens have noticed that the signs posted around town have been prompting proper disposal of dog waste. 10. Announcements

10.1 Next Village Board Meeting, Wednesday, August 3, 2016, 6:30 pm 10.2 Next Study Session, Wednesday, July 20, 2016, 6:30 pm 11. Adjournment - Trustee Wilson motioned to adjourn. Trustee Wise seconded. Meeting adjourned at 7:03 pm.
