Savoy trustees discuss $10,000 co-op grant request

The village of Savoy Board of Trustees met June 15 to discuss a $10,000 co-op grant request.

1. CALL TO ORDER, ROLL TAKEN, QUORUM DECLARATION

President McCleary called the meeting to order at 7:00 p.m. with roll call taken of President McCleary and all Trustees with President McCleary and all Trustees answering present, except Trustee Pittman was absent, and a quorum declared.

2. PLEDGE OF ALLEGIANCE

President McCleary led the pledge of allegiance to the flag.

3. PUBLIC COMMENT

President McCleary asked for public comment on the agenda and non-agenda items. No public comment on agenda items.

Public comment on non-agenda items:

Diane Lee, 203 Graham Drive, Savoy – Presented a petition to remove No Parking signs on south side of Graham Drive signed by 20 residents of Savoy. She also stated she believed there was a need for a “Children at Play” sign on Graham Drive, as well as a speed limit sign.

President McCleary stated that the Public Works Department is looking into the request of Diane Lee and will bring it to an upcoming Board of Trustees Study Session and thanked Diane Lee for keeping this request in front of the Board of Trustees. Trustee Niccum stated that he not heard any concern from the Savoy Fire Chief about getting fire apparatus down Graham Drive.

4. OTHER AGENDA ITEMS

President McCleary asked if there were other agenda items to be added. None added.

5. BUSINESS

A. SAVOY BUSINSS CO-OP GRANT REQUEST OF $10,000 FROM VILLAGE OF

SAVOY

Trustee Dykstra made a motion to authorize the Village Manager to extend Village of Savoy funds in the amount of $10,000 from the Tourism Fund of the 2016-2017 Village of Savoy Operating Budget to the Savoy Business Co-Op, seconded by Trustee Shonkwiler;

By Trustee vote;

Ayes: Brown, Dykstra, Niccum, Shonkwiler, and Smith

Nayes: None

Absent: Pittman

B. RESOLUTION NO. 2016R-14 – A RESOLUTION OF SUPPORT FOR AN APPLICATION FOR ILLINOIS TRANSPORTATION ENHANCEMENT FUNDS (PRAIRIE FIELDS TRAIL – PHASE 2)

Trustee Smith made a motion to pass Resolution 2016R-14, as presented, seconded by Trustee Niccum;

By Trustee vote;

Ayes: Brown, Dykstra, Niccum, Shonkwiler, and Smith

Nayes: None Absent: Pittman

6. STAFF REPORTS

A. SAVOY VILLAGE TREASURER

President McCleary and the Trustees reviewed the Treasurer’s Revenue/Expenditure Report for the 1 month ending May 31, 2016 and the Check Register – Schedule of Accounts Payable for checks issued from 5/01/16 through 5/31/16.

Trustee Shonkwiler moved to approve and pay the Schedule of Accounts Payable for the month ending May 31, 2016, as presented, seconded by Trustee Brown;

By Trustee Vote:

Ayes: Brown, Dykstra, Niccum, Shonkwiler, Smith

Nays: None Absent: Pittman

B. SAVOY FIRE DEPARTMENT

President McCleary and the Trustees reviewed the Savoy Fire Department Activity Report and Fire Incident Summary for the period 5/01/16 through 5/31/16 presented by Jeremy Leevey, Assistant Fire Chief.

C. SAVOY BUSINESS DEVELOPMENT CENTER

In Gary Zinn's absence, President McCleary and the Trustees reviewed his Director’s Report dated 6/1/16.

D. SAVOY RECREATION CENTER

President McCleary and the Trustees reviewed the Report dated June 2016 from Tiffany DeSpain, Savoy Recreation Center Director.

7. ADJOURN

There being no further business to come before the Board of Trustees meeting, on motion to adjourn made by Trustee Smith, seconded by Trustee Shonkwiler, President McCleary adjourned the open and public Board of Trustees meeting at 7:20 pm.
