Philo trustees review sidewalk construction bids

The village of Philo Board of Trustees met May 11 to review four bids submitted for the sidewalk construction from the post office to the veteran’s monument.

The Philo board of trustees includes six members and the village president.

Here are the meeting's minutes, as provided by the village:

Meeting REGULAR MEETING OF THE BOARD OF TRUSTEES

VILLAGE OF PHILO, ILLINOIS

May 11, 2016

The meeting was called to order by President Larry Franks at 7:00 p.m. at the R.E. Franks Center in the

Eileen Painter room.

GUESTS: Paul Hendren, Dave Atchley, Dick Rice, Janet Decker, Dave Traxler, Karl Helmink, Dave Laker,

Ted Rund, Jim & Kathy Forrest, Herschel Hammerschmidt, Chris Payne, Denish Chawla, and Christine

Walsh.

ROLL CALL: Present-Trustees Steve Messman, Steve Sappenfield, Pat Pioletti, Rachael Garrett and Paul

Brady. Trustee Mumma arrived at 7:10 p.m.

MINUTES: Trustee Paul Brady made a motion, seconded by Trustee Steve Messman to approve the

minutes of April 13, 2016. Voice vote, all “aye’s” motion carried unanimously.

ACCOUNTS PAYABLE WARRANT: Trustee Pat Pioletti made a motion, seconded by Trustee Steve

Messman to approve the payment of bills as presented, including a payment of $1,768.05 to Varsity

Striping for the REFMC & Library and final payment for the Washington Street Project of $21,832.05 to

Feutz Construction Inc. Roll call vote; “aye’s” Trustees Messman, Sappenfield, Pioletti, Garrett and

Brady. Motion passed unanimously.

VILLAGE ENGINEER: There were four (4) bids submitted for the sidewalk construction from the post

office to the veteran’s monument. President Franks asked Dave Traxler to contact the sidewalk person

with the bid of $8,400.00.

Preliminary information has been provided for Willow Run III and Dave Atchley stated they will be back

next month. Karl Helmink had asked about a better process to approve small plats and Dave Atchley

indicated they should have information for next month for changes. A request for a variance in the

Subdivision Ordinance will go to the Plan Commission and then they present to the Village Board. Ted

(Rund) to put on paper.

Trustee Brady asked if Dave A. had looked at Dollar General regarding erosion. Mr. Atchley stated he

will contact them. Trustee Pioletti reminded him of the stipulation for landscaping and that it has not

been done yet.

VILLAGE ATTORNEY: The revised Liquor License was presented and Mr. Hendren explained it allowed

for a package license for the Philo Gas & Car Wash and a Class B license for Klean Kafe Inc. at 207 W.

Washington Street. Trustee Steve Sappenfield made a motion, seconded by Trustee Pat Pioletti, to

approve Ordinance No. 2016-600 an “Ordinance Amending Liquor Control and Licensing Ordinance for

the Village of Philo, Illinois.” Roll call vote; “aye’s” Trustees Mumma, Messman, Sappenfield, Pioletti,

Garrett and Brady. Motion passed unanimously. Denish Chawla commented that contractors are ready

to start on his project for Klean Kafe Inc.

The next item Mr. Hendren presented was the sidewalk ordinance. Trustee Steve Messman made a

motion, seconded by Trustee Pat Pioletti, to approve Ordinance No. 2016-601 Ordinance Regarding

Sidewalk Construction. Roll call vote; “aye’s” Trustees Mumma, Messman, Sappenfield, Pioletti, Garrett

and Brady. Motion passed unanimously.

VILLAGE MAINTENANCE: Dave T. reported there were two (2) permits for April. In regard to the Post

Office repairs, Dave Traxler indicated their air conditioner went out. Two bids were presented to the

Board for review, one from A&R and the other from Chief. After discussing the bids, Trustee Mumma

made a motion, seconded by Trustee Sappenfield, to award the bid to A&R in the amount of $2,217.00.

Roll call vote; “aye’s” Trustees Mumma, Messman, Sappenfield, Pioletti, Garrett and Brady. Motion

passed unanimously.

Trustee Pioletti stated another person will be giving a quote for the door repair at the Post Office.

The next item discussed was the truck that the Tolono Township has for sale. At the April meeting

President Franks asked Dave T. & Trustee Mumma take a look at it. Dave T. test drove the truck, which

is a 2006 with an 11’ bed. Trustee Mumma commented that the tires were good, the truck rode good

(even with a load of rock on it) and it seemed fine. The truck has brackets for a snow plow or spreader,

but the purchase does not include the plow or spreader that are estimated at $13 to 14 thousand

dollars. Trustee Mumma made a motion, seconded by Trustee Messman, to purchase the truck from

the Tolono Township without competitive bid, as it is a one of a kind item, in the amount of $50,000.00

and approve the purchase of a plow with pneumatic runners and tailgate spreader from Rahn

Equipment Co. in the amount of $13,712.75. Roll call vote; “aye’s” Trustees Mumma, Messman,

Sappenfield, Pioletti, Garrett and Brady. Motion passed unanimously.

The drainage problem at Harrison and Madison was discussed. There is water standing in resident’s

yard. The issue was discussed with Rod Schweighart and the resident; they feel a catch basin will take

care of the problem along with Rod making a swale on that property. President Franks will talk to the

resident indicating once the yard debris is removed, the Village will take care of the problem. Trustee

Mumma made a motion, seconded by Trustee Sappenfield, to authorize the installation of a catch basin

at a cost of $4,300.00. Roll call vote; “aye’s” Trustees Mumma, Messman, Sappenfield, Pioletti, Garrett

and Brady. Motion passed unanimously.

President Franks told Dave Traxler that he is receiving a lot of calls about pot holes. Dave T. said school

is out on May 23 and he will have the help to work on the pot holes and that he will rent the roller again.

OLD BUSINESS:

“Our Town Philo” committee has not met yet. Trustee Sappenfield will check his calendar.

Bathrooms at Hale Park-Trustee Garrett did not have any new information. The Firemen are onboard to

help. The septic may run about $5,000.00. Trustee Brady indicated Fall Festival may donate to project.

NEW BUSINESS: Janet presented the REFMC report and stated the six (6) new tables arrived.

Purchase of truck already discussed.

President Franks asked for approval for the Village to take on the grounds maintenance at the new

Veterans Monument. Trustee Mumma made a motion, seconded by Trustee Brady to approve the

Village maintaining the grounds at the monument. Roll call vote; “aye’s” Trustees Mumma, Messman,

Sappenfield, Pioletti, Garrett and Brady. Motion passed unanimously. The dedication will be held

Sunday, May 29 at 1:00 p.m. President Franks will be out of town and asked Trustee Pioletti to speak if

requested.

Trustee Sappenfield- Asked about the donation for Diamond Pro; Stated the Board should review the

Income Statement for the Village and commented that it was in line with the appropriations; Voiced

concerns about the Run4Raley. He likes the idea of it coming to the Village instead of in the country, but

has concern for businesses on a Friday night & route not safe or approved. Trustee Pioletti stated the

Kirby’s are willing to come (to meeting) and he knows the Tavern is “on board” with the revised route.

Trustee Messman-Nothing

Trustee Mumma-Commented he is in the process of installing drainage from Roosevelt to Route 130 and

he has already been approached by another farmer across from Route 130 that went into a binge about

boring under Route 130 and his father had stopped it. John plans to talk to the drainage district, and he

wanted the Board to be aware.

President Franks-Notified the Board that an anonymous donor is giving the Village a new electronic

message sign to be placed where the existing “Welcome to Philo” sign is located. It is LED and can be

accessed remotely to post messages. President Franks and wife Janna, along with Trustee Pioletti and

wife Julie have volunteered to redo the landscaping. The sign should arrive in about 6 weeks. President

Franks will write a letter notifying Todd Plotner, the Eagle Scout that made and erected the existing sign,

of the Village’s gift and changes to take place.

MOTION TO ADJOURN: Trustee Brady made a motion, seconded by Trustee Messman to adjourn the

meeting at 8:00 p.m.
