The village of Savoy Board of Trustees held its regular meeting Nov. 4 at the Savoy Municipal Center, during which time a public hearing on a new mixed-use commercial development drew several responses from residents and forced village officials to take a harder look at the plan.
Phillip Matteson, who lives two addresses down from the development site, cited the village's comprehensive planning documents in making his case that the development was not in line with the village's stated goals of maintaining small town charm. He also referenced previous village memos that called for "transitional zoning districts" between parts of town dominated by starkly different types of activities, such as downtown and industrial or residential and industrial. The proposed development project would rezone the current area for commercial and light industrial use.
Other residents echoed Matteson's concerns about quality of life, and expressed concerns with site logistics like drainage.
After the hearing, trustees decided to let the Plan Commission make a judgment on whether to issue the special use permit the development needs to move forward.
Much less contentious was a second public hearing over a new 130-foot cell phone tower at 101 E. Curtis Road, which moved forward unanimously without public objection.
The trustees also heard staff reports from the village manager, the village attorney, the director of public works, the zoning administrator, the director of planning and economic development, and the village clerk.
