City of Gibson City Council Regular met May 8.

Here is the minutes as provided by the council:

Call to order by Mayor Daniel Dickey at 7:00 pm

Others present: City Treasurer Scott Shull, City Attorney Marc Miller, Admin. Assist Peg Stalter, City Superintendent Randy Stauffer, Police Chief Eric Hyatt, Lt. Adam Rosendahl, Ross Brown (WGCY Radio/ Ford County Record), Dennis and Susan Tongate, Randy Wyant, Donna Boundy, Ed and Lorri Day, Gary Lutterbie, Darrin Ray, MD.and Doug Lanoue, MD.(GAH), Kristen and Ken Hendricks (Simply You), Tom Barrow, Marc Petersen (The Sand Trap), Benjie Pardick, Greg Cook (Farnsworth), Paula Dickey, Dayton Getty (Getty Landscaping).

Approval of Council Minutes: Alderman Nelda Jordan motioned to approve the minutes of April 24, 2017; seconded by Alderman Laura Miller. MC 6-0. Aldermen John Carlson and Jan Hall were absent.

Swearing in of new City Officials: Mayor Dan Dickey swore in re-elected City Clerk Carla C. Moxley. City Clerk Carla C. Moxley then swore in Daniel E. Dickey as re-elected Mayor. She then proceeded to swear in re-elected City Treasurer Scott Shull, newly elected Alderman Ward 1- Susan Kay Tongate, newly elected Alderman Ward 2 – Randy Wyant, newly elected Alderman Ward 3 – Edward I Day and newly re-elected Alderman Ward 4- Dennis Pardick. Clerk Carla Moxley thanked outgoing Alderman Barb Yergler (Ward 1 for 12 years), Alderman Jan Hall (Ward 2 for 4 years and previous City Clerk) and Alderman John Carlson (Ward 3 for a combined 30 years) for their service on the council and to the City of Gibson. The Mayor, Council and guests applauded their service.

Mayor Dickey recognized visitors: 1.) Tom Barrow spoke to the Council concerning the Emerald Ash Borer Disease present in Gibson, giving an update to the condition of the Ash trees in Gibson, that the disease definitely affects older trees, but can also affect young trees. 2.) Kristen Hendricks of ‘Simply You’ announced an open house on Thursday, May 11 from 10 am to 7 pm and invited everyone to stop by. She also asked about a City ‘Welcoming Committee’ who would visit new businesses, in order to promote business in Gibson.

Treasurer’s Report: No report.

Administrative Report: Admin Assistant Peg Stalter offered no report.

Committee Reports:

Mayor Dickey will be appointing the 2017-2018 Chairmen and Committees prior to the next meeting.

Ordinance Committee – No report.

Street and Alley – No report.

Police/Health, Light and Nuisance – Alderman Brandon Roderick and Chief Hyatt offered no reports.

Finance Committee –Alderman Scott Davis reported that budgets have been submitted and will be reviewed for Budget Fiscal Year 2017-2018.

Personnel Committee – Alderman Dennis Pardick offered no report.

Water and Sewer – Alderman Nelda Jordan offered no report. Randy Stauffer reported that hydrant flushing will begin May 14, in the usual pattern of flushing, beginning in the Northwest part of town, then going NorthEast, SouthEast and finishing in the SouthWest and lasting approxiately 2 weeks.

Parks and Buildings –No report.

Economic and Industrial Development –Alderman Laura Miller offered no report.

CDAP – Admin Assist Peg Stalter offered no report.

Pool Board –No report.

Recycling Board– Alderman Nelda Jordan offered no report.

Downtown Committee –No report.

Public Recreation/Fishing Committee-Alderman Brandon Roderick offered no report. Gary Lutterbie reported that he has submitted his budget for review.

Old Business:

A.)Consideration of Special Liquor License for the Sand Trap in conjunction with 2017 Harvest Festival. Marc Petersen of the Sand Trap requested a 2 day license in conjunction with the Harvest Fest Sept 8th and 9th from 11 am to midnight. The address for the license will be 107 S Sangamon Ave. and the area will be fenced and monitored for persons underage being present. Alderman Brandon Roderick motioned to approve a 2 day Special Liquor License in conjunction with the Harvest Fest on Sept 8th and 9th for The Sand Trap and a fee of $1.00; seconded by Alderman Ed Day. MC 7-0 with Alderman Laura Miller abstaining due to conflict of interest.

B.) Consideration of Donohue & Associates, Inc New Terms and Conditions. Attorney Marc Miller stated he had reviewed the terms as presented. He recommended to hold this item until a future meeting in order to obtain additional information. Council agreed.

Approval of Bills:

A.)TIF #2 bill –Two (2) TIF#2 bills for $1,976.80. Alderman Scott Davis motioned to approve payment of the 2 TIF2 bills for $1,976.80; second by Alderman Brandon Roderick. MC 7-0 with Alderman Susan Tongate abstaining for possible conflict of interest.

B.)General Fund Bills totaling $ 100,454.96. Alderman Nelda Jordan motioned to approve payment of the general bills; second by Alderman Laura Miller. MC 8-0.

New Business:

A.) Consideration of Gibson Area Hospital Medical Staff to use the North Park Pavilion on June 17, 2017. This would be a private event for the Medical Staff and would have keg beer available. Alderman Susan Tongate motioned to approve the Gibson Area Hospital Medical Staff request to use the North Park Pavilion on June 17, 2017 for a steak fry with issuance of a 1 day Liquor License for a fee of $1.00 and GAH to provide proof of liability insurance; seconded by Alderman Ed Day. MC 7-0 with Alderman Laura Miller abstaining due to conflict of interest.

B.) Consideration of Requests for the 2017 Harvest Fest Event, presented by Ryan Minion. This item was held for a future meeting in the absence of Ryan Minion.

C.) Consideration of dugout improvements at McMillen Field. Eric Hyatt, a member of the Youth Baseball Board, explained that extending the dugouts have been financially sponsored by the Lions Club. He asked for assistance from the City Crews where necessary. Alderman Dennis Pardick motioned to approve the Youth Baseball Board request to extend the dugouts with help from the city as necessary; second by Alderman Brandon Roderick. MC 8-0.

D.) Consideration of Lott Blvd. Engineer’s Final Payment Estimate. Greg Cook of Farnsworth was present to explain the final estimate, stating that IDOT had cleared all the materials used and will inspect the project on Wednesday with Greg Cook, City Superintendent Randy Stauffer present. Alderman Ed Day offered to attend the inspection. Randy Stauffer reported that there are cracks in the road that need attention. Alderman Dennis Pardick motioned to hold final payment until the next meeting in order to get an inspection report; second by Alderman Brandon Roderick. Mayor Dickey poled the council with 8 ayes.

E.) Consideration of Ordinance 2017-O-05 authorizing Execution of Amendment to Loan Agreement with Heartland Bank & Trust Company and Gibson Area Hospital & Health Services. City Attorney Marc Miller explained the loan agreement which is a modification to the 2010 package and gives no liability to the City of Gibson. Alderman Laura Miller motioned to approve Ordinance 2017-O-05 as presented; second by Alderman Scott Davis. MC 8-0.

F.) Consideration of Downtown Planter/Welcome Sigh Program. Peg Stalter reported the there are 18 pots to be decorated and that in the past, each sponsor was given $75 Gibson Bucks to decorate. Alderman Dennis Pardick motioned to approve the DownTown Planter/Welcome Sign Program, not to exceed $2000.00; second by Alderman Scott Davis. MC. 7-0 with Alderman Randy Wyant abstaining due to conflict of interest.

Announcements/Comments: A reminder that the City-Wide Clean-Up Day is May 20, 2017.

Adjourn: Alderman Dennis Pardick motioned to adjourn; seconded by Alderman Brandon Roderick. Council was poled with 8 ayes/ 0 objections.
