City of Champaign City Council met Sept. 2
Here are the minutes provided by the council:
There being a quorum present, Mayor Feinen called the meeting to order at 7:34 p.m.
ROLL-CALL: Present: Matthew Gladney, William Kyles, Vanna Pianfetti, Robert Pollet, Kathy Shannon, Davion Williams, Shauna Clayborn, Michael Foellmer, Mayor Feinen
Absent: None
SPECIAL RECOGNITION:
City Manager Walls introduced the following new employee: Cory Koker, Police Technology Administrator (Police).
APPROVAL OF MINUTES:
August 5, 2025 Regular Council Meeting
August 12, 2025 Regular Study Session
CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.
CORRESPONDENCE:
Brochure regarding Champaign County Christian Health Center
CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.
PUBLIC HEARINGS: None
ACTION ON COUNCIL BILLS
ORDINANCES AND RESOLUTIONS:
Passed CB-2025-152, “A Resolution Appointing Alexander Miller to the Human Relations Commission (City Manager’s Office)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, Council Members’ comment included appreciation for willingness to serve on the committee. A roll-call vote was taken; all voted yes.
Passed CB-2025-153, “A Resolution Relating to Participation by Elected Officials in The Illinois Municipal Retirement Fund and Recertifying Eligibility (Human Resources – IMRF)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-154, “An Ordinance Approving A Special Use Permit to Allow a Mutifamily Residential Building in the SF1, Single Family Zoning District (Planning and Development Department – 402 East Church Street)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, Council Members’ technical question included clarification regarding proposed changes. A roll-call vote was taken; all voted yes.
Passed CB-2025-155, “A Resolution Approving an Agreement for Services with the Champaign Center Partnership (Planning And Development Department)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.
Passed CB-2025-156, “A Resolution Authorizing the Purchase of One Landscape Maintenance Utility Vehicle for the Public Works Department (Public Works Department – Gateway Dealer Network, LLC dba Bobcat of Champaign)”
CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a briefexplanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

COUNCIL AND MANAGER COMMENTS:
Council Members’ comments included acknowledgment to Chief Tyler on Police staffing efforts, and his leadership.
City Manager Walls noted Council goal setting will be held October 7, 2025, and October 8, 2025, and encouraged citizens to provide input by completing the survey at engagechampaign.org.
VOUCHERS:
CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated August 9, 2025 through August 22, 2025 in the amount of $3,511,748.13. A voice vote was taken; all voted yes.
PAYROLL:
CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated August 15, 2025 in the amount of $2,590,104.91. A voice vote was taken; all voted yes.
INVESTMENTS: None

CM Pianfetti, seconded by CM Gladney, moved to adjourn. A voice vote was taken; all voted yes.
