Second and Green Street Sewer Cost Share Agreement [SS 2025-026]

Staff Presentation: Manager Blakeman’s presentation of the Second and Green Street Sewer Cost Share Agreement included the following topics:

Action Recommended: Direct staff to finalize a cost share agreement with CORE providing for the reimbursement of approximately $1.95M of a $2.8M sanitary collector sewer line from Green Street to Healey Street to support this and future development as well as develop a cost recovery fee for future users of this sewer.

Council Members’ General Discussion: Council Members’ comments included appreciation to staff for the presentation; housing need for the increased student population; affordable housing; partnership with developer; and ability to add developers.

Poll: Mayor Feinen polled Alternative 1 directing staff to finalize a cost-sharing agreement with CORE to design and build a collector sewer from their project north along Third Street to a UCSD interceptor sewer running east-west in Healey Street, to establish a connection fee for future developments tying into the sewer, and to subsequently work on a long-term solution to address such capacity issues in the area. The result of the poll was 9 ayes and 0 nays.

Audience Participation: The following members of the audience commented regarding various community concerns:

Council and Manager Comments: Council Member’s comments included recognition to the Police dept for the apprehension of suspects following a recent shooting incident; and reminder of the difference between CU@Home and Strides shelter.

Adjournment: CM Pianfetti, seconded by CM Gladney, moved to adjourn. A voice vote was taken on the motion to adjourn; all voted yes.

The meeting adjourned at 7:30 p.m.
