City of Champaign City Council met Aug. 19

Here are the minutes provided by the council:

There being a quorum present, Mayor Feinen called the meeting to order at 7:00 p.m.

ROLL-CALL: Present: Michael Foellmer, Matthew Gladney, William Kyles, Vanna Pianfetti, Robert Pollet, Kathy Shannon, Davion Williams, Shauna Clayborn, Mayor Feinen

Absent: None

SPECIAL RECOGNITION:

City Manager Walls introduced the following new employees: Brian Murphy, Police Officer (Police); and William Cottrell, Police Officer (Police).

APPROVAL OF MINUTES:

July 15, 2025 Regular Council Meeting

CM Pianfetti, seconded by CM Gladney, moved to approve the minutes. A voice vote was taken, all voted yes.

CORRESPONDENCE:

Email regarding registration programs for vacant commercial buildings and rental properties

Email regarding FOIA requests

CM Pianfetti, seconded by CM Gladney, moved to place the correspondence on file. A voice vote was taken, all voted yes.

PUBLIC HEARINGS: None

ACTION ON COUNCIL BILLS

ORDINANCES AND RESOLUTIONS:

Passed CB-2025-148, “A Resolution Approving a Contract for Professional Services with RDG Planning & Design (Neighborhood Services Department – RDG Planning & Design)”

Amount: $90,500

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, Council Members’ technical question included clarification regarding Airbnb’s. A roll-call vote was taken; all voted yes.

Passed CB-2025-149, “An Ordinance Amending the Zoning Map of the City of Champaign to Rezone Real Property Located at 2907 and 3101 South Mattis Avenue from the SF1, Single-Family to the MF2, Multifamily Low Density District (Planning and Development Department – 2907 and 3101 South Mattis Avenue)”

CM Pianfetti, seconded by CM Gladney, moved to adopt the Ordinance. After a brief explanation of the Council Bill by Mayor Feinen, the following member of the audience spoke:

• Shelby Koehne, Champaign

A roll-call vote was taken; all voted yes.

Passed CB-2025-150, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for Carpet and Vinyl Replacement Services (Public Works Department – Neverman Floor Artisans, Inc., Tolono, Illinois)”

Amount: $450,000

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

Passed CB-2025-151, “A Resolution Accepting a Bid and Authorizing the City Manager to Execute an Agreement for the Taylor Street Alley Project (Public Works Department – Duce Construction Company)”

Amount: $124,867

CM Pianfetti, seconded by CM Gladney, moved to adopt the Resolution. After a brief explanation of the Council Bill by Mayor Feinen, a roll-call vote was taken; all voted yes.

AUDIENCE PARTICIPATION: The following members of the audience commented regarding various concerns:

COUNCIL AND MANAGER COMMENTS:

Council Members’ comment included notice of an upcoming town hall meeting on August 25, 2025, at the Bethel AME church at 7:00 p.m.

VOUCHERS:

CM Pianfetti, seconded by CM Gladney, moved to adopt the vendor payments dated July 26, 2025 through August 8, 2025 in the amount of $3,470,083.98. A voice vote was taken; all voted yes.

PAYROLL:

CM Pianfetti, seconded by CM Gladney, moved to approve the payroll dated August 1, 2025 in the amount of $2,765,054.12. A voice vote was taken; all voted yes.

INVESTMENTS: None

ADJOURNMENT:

CM Pianfetti, seconded by CM Gladney, moved to adjourn. A voice vote was taken; all voted yes.

The meeting adjourned at 7:23 p.m.
