City of Monticello City Council met July 28

Here are the minutes provided by the council:

Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was taken by the City Clerk.

Roll Call:

Present: REED, WOODHAM, CARY, LIVELY, KOON

Absent: YOON, BURRIS, BROADRICK

Budget Report – June 2025

A motion was made by Alderman Reed, seconded by Alderman Cary, to approve the Consent Agenda items. The motion passed 5-0.

Mayor’s Report:

Upcoming EventsPiatt County Soil & Water Conservation Foundation is hosting electronics recycling event on Wednesday, July 30th at Piatt County Forest Preserve Park, and an oil and tire recycling event on Friday, August 1st at Piatt County FS. Irish Fest is Friday, August 1st 6pm at Allerton Park. The Piatt County Museum’s Annual Quilt Festival is Saturday, August 9th from 9am – 4pm at the Deland Weldon High School. This year’s event will showcase quilters from Sangamon and Goose Creek Townships. The Monticello Railway Museum’s Tractors and Trains even tis also Saturday, August 9th. The Sage City Triathlon is also Saturday, August 9th.

Terry Summers stated Monticello Recreation Foundation is doing their 2nd annual smoke and octane event, which is a barbecue competition and car show Saturday August 2nd. Car show registration is from 9am to 11am.

Business NewsKaybee Community Café is now open at 102 E. Lafayette. Hours are 6:30am-2pm Wednesday through Monday.

Resolution 2025-55: A Resolution Granting a Conditional Use Permit to Allow Multiple Buildings on a Single Property at 2000 Innovation Parkway, City of Monticello, Piatt County, Illinois

Jim Grabarczyk presented the following:

Applicant – Thew Arnott (Owner) is seeking a Conditional Use Permit for multiple buildings on a single property on a parcel zoned Il – General Industrial at the property commonly known as 2000 Innovation Parkway, Monticello, IL. The City of Monticello Code of Ordinances section §153.018 (D)(2) allows such a structure once a conditional use permit is issued.

Granting the Conditional Use Permit will not be detrimental to or endanger the public health, safety, morals, comfort or general welfare of the normal and orderly development and improvement of surrounding properties.

A vicinity map, aerial view of the property, a copy of the public notice, meeting motion, and agenda are included in this packet.

A Public Hearing was held at the regularly scheduled meeting of the City of Monticello Planning & Zoning Board on Monday July 28th, 2025 at 6:00pm.

Attached is a copy of the PZB Motion, Vicinity map & Project exhibit, and Resolution 2025-55.

The board reviewed the documents associated with the project, the testimony of the public and unanimously recommended approving the conditional use permit.

A motion was made by Alderman Koon, seconded by Alderman Cary, to approve Resolution 2025-55.

The motion passed 5-0.

Ordinance 2025-56: An Ordinance Amending the Zoning Map and Issuing a Conditional Use Permit at 1215 Raymond Rd City of Monticello, Piatt County, Illinois

This ordinance was tabled due to the Planning and Zoning Board tabling the Conditional Use Permit until their next meeting.

Resolution 2025-57: A Resolution Granting a Conditional Use Permit to Allow a Ground Mounted Solar Array at 1215 Raymond Rd, City of Monticello, Piatt County, Illinois

This resolution was tabled due to the Planning and Zoning Board tabling the Conditional Use Permit until their next meeting.

Speed Limit Adjustment East Washington Street, Bridge Street, South Market Street and North Market Street: Discussion Only

Terry Summers and Chief Rob Bross presented the following:

East Washington has had numerous complaints about speeding especially right by the Middle School due to officers not being able to enforcement the speed limit until 500 feet past the stop sign. There was discussion about moving 30-mph speed limit to where the 40-mph speed limit starts.

Bridge Street depending on which side of the road and direction has multiple speed limits ranging from 30-mph to 35-mph to 45-mph. Discussion about blind spots, bus drop off and pick up, the number of accidents, allowing low speed vehicles and changing the speed limit to suit these issues.

South Market along the school area heading out of town where the speed goes from 30-mph to 45-mph.

Discussion about reducing the speed limit from 45-mph to 35-mph, number of accidents, increase traffic and speaking with IDOT.

North Market starting along Walden Pond Subdivision reducing speed along Lodge Park area into town by High Street. Discussion was made about the number of accidents, visibility issues, increase traffic, asking IDOT to reduce their speed in that area as well, and reducing speed in general along that area.

It was agreed to write up ordinances pertaining to speed adjustments for each road.

Aldermen Reports

Alderman Koon stated how Burke Park is coming along very nicely and he was able to use the pickle ball court.

Alderwoman Lively stated she concurs, it’s nice to see a small-town thriving, seeing the families using the parks, and seeing the development of Oberheim Park.

Police Chief’s Report

Chief Bross stated how proud of the officers he is, we have a lot of new officers and they are handling investigations very well. We have another officer graduating the academy in about four weeks and that will bring us up to full staff.

City Administrator’s Report

Terry Summers talked about the police union negotiations and how they have reached an agree upon three-year contact for council approval in the near future. With Oberheim Park we will be getting some aerial pictures and videos of the construction progress, and be able to post them on social media.

City Council Meeting Adjournment

A motion was made by Alderman Koon, and seconded by Alderman Reed, to adjourn the meeting at 7:59pm.
