City of Monticello City Council met June 23

Here are the minutes provided by the council:

Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was taken by the City Clerk.

Roll Call:

Present: REED (7:01pm), CARY, LIVELY, YOON, BURRIS (7:01pm), BROADRICK

Absent: WOODHAM, KOON

Also Present: Terry Summers, City Administrator; Jim Grabarczyk, Planning & Development Director; Maura Metcalf, Finance/HR; Nancy Frazee, Utility Billing Clerk; Chief Rob Bross, MPD

Budget Report – May 2025

A motion was made by Alderman Broadrick, seconded by Alderman Burris, to approve the Consent Agenda items. The motion passed 6-0.

Mayor’s Report:

Business News –

Noble Nails will be opening soon at Sage Crossing, next to Sage City Market. And since it’s been officially announced… Just Hamburgers will be building a new location in Monticello this year. We look forward to welcoming another business in our community.

Upcoming events…

The Monticello Freedom Fest will be on Thursday, July 3rd at Lodge Park, beginning at 4pm.

Parking will be limited, so consider taking a shuttle from the Monticello High School (support the music boosters!). You can also watch the fireworks at Eli Field’s Open House-Freedom, Fun & RC, beginning at 4pm on July 3rd. The annual Reds, White & The Blues concert is Friday, July 11th at 6pm at the Allerton Park Gatehouse Lawn. Don’t forget to check the job board on the City’s website for local employment opportunities.

Ordinance 2025-43: An Ordinance Granting a Variance Allowing an Accessory Structure in the Front Yard Setback at 405 W William, City of Monticello, Piatt County, IL

Jim Grabarczyk presented the following:

The Applicant at the property owner of 405 W Willliam Street desires to construct a detached garage at this address. Unfortunately, the home was constructed and situated on the parcel, in a way the does not allow for much room to build a two-car garage. Since the parcel is a corner lot it has only front and side yard setbacks. At the May PZB meeting the board tabled the action and directed the property owner to consider putting the garage in the front yard setback along William Street as an alternative. The owner has made the change, The PZB has heard the public testimony and made a recommendation in regards to allowing an accessory structure in the front yard setback at 405 W William, City of Monticello, Piatt County, IL

The 0.54-acre property is zoned RD, Urban Residential and legally described as: Section 16, Township 18N, Range 5E Part of Out lot 4 Lot A of the Noeckers 3rd Addition, in the City of Monticello, Piatt County, Illinois. The Common address is 405 W William, Monticello, IL, Public Notice was posted in the Piatt County Journal Republican, adjacent property owners were notified, and the public hearing was conducted at the June 23rd, 2025 PZB meeting.

Supporting documents include a Site Layout Plan, a copy of the public notice published in the June 4th, 2025 edition of the Piatt County Journal Republican.

A motion was made by Alderwoman Yoon, seconded by Alderman Cary, to approve Ordinance 2025-43. The motion passed 6-0.

Ordinance 2025-44: An Ordinance Amending Title XI of the City of Monticello Municipal Code Regarding Mobile Food Vendors

Chief Bross presented the following:

The Monticello Police Department is tasked with issuing permits for mobile food vendors. Several vendors have inquired about an annual permit that would assist them and the police department when issuing permits. This amendment also defines a “special event.”

A motion was made by Alderman Burris, seconded by Alderman Broadrick, to approve Ordinance 2025-44. The motion passed 6-0.

Resolution 2025-46: A Resolution Approving the Engagement of Farnsworth Group

Terry Summers presented the following:

The Public Safety and Administration Buildings and Needs Committee (Committee) appointed by Mayor Stoner and approved by the City Council in April of this year was directed “to study the factual data of the current building and needs assessment, study current feasibility studies involving the buildings occupied by the volunteer fire and rescue department and police department and city administration, identify any other options for the volunteer fire and rescue department, police department and city administration operations, costs associated with any potential improvements to the aforementioned and funding opportunities associated with any identified improvement options and to make a report and recommendation to the City Council for possible future action”.

The Committee has had several meetings and has negotiated the attached proposal from Scott Burge with Farnsworth Group.

This proposed expenditure was not included in any FY2025 budget discussion, nor in the approved FY2025 budget, nor in the approved FY2025 appropriation ordinance.

Should Resolution 2025-46 be approved, amending the appropriation ordinance by adding this expenditure will need to be approved by the City Council at a future City Council meeting.

After further discussion about the cost and if it was going to come out of this year’s budget or next years.

A motion was made by Alderman Reed, seconded by Alderman Cary, to approve Resolution 2025-46.

The motion passed 6-0.

Aldermen Reports

Alderman Burris stated it was a great event on Saturday the rededication ceremony of Pfc Robert C Burke Park.

Alderwoman Yoon also stated it was a great event, and just a reminder to stay cool and hydrated during this heat wave. Along with checking on others as well as your pets and to use the cooling center.

Alderwoman Lively stated I would just concur with Saturday, even though I missed the ceremony portion of it, it was nice to be there to honor him and his legacy.

Mayor Stoner stated I was thoroughly impressed by the number of folks that showed up for him, even in spite of the weather, so I thought it was great.

Police Chief’s Report

Chief Bross stated they had a medical call at the Trailblazer’s Rodeo Parade due to a horse getting scared and throwing its rider. Training this month was behavioral threat assessment for schools, along with attending railway safety. Due to the unfortunate railway death in Mt. Zion, we plan on doing railway safety training at the schools this year. With July 3rd fireworks I also encourage people to use the shuttles due to there being less parking and bridge being out at the White Heath exit. After a certain time, we will only be letting the shuttles and emergency vehicles through, so make sure you able to get there early if not taking the shuttles.

City Administrator’s Report

None

Closed Session: 5 ILCS 120/2 (c)(21) Review of Closed Session Minutes

At 7:22pm a motion was made by Alderwoman Yoon, and seconded by Alderman Broadrick, to enter into Closed Session 5 ILCS 120/2 (c)(21) Review of Closed Session Minutes. Mayor Stoner stated that following Closed Session, action would be taken on Resolution 2025-45 in Open Session.

At 7:26pm, a motion was made by Alderman Cary, and seconded by Alderman Broadrick, to come out of Closed Session.

Resolution 2025-45: Release of Closed Session Minutes

The Council discussed and reviewed the Closed Session Minutes and determined the following minutes should be released: October 15, 2024. This will be added to Resolution 2025-45.

A motion was made by Alderman Reed, and seconded by Alderman Cary, to approve Resolution 2025-45. The motion passed 6-0.

City Council Meeting Adjournment

A motion was made by Alderman Burris, and seconded by Alderman Broadrick, to adjourn the meeting at 7:27pm.
