Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was taken by the City Clerk.

A motion was made by Alderman Cary, seconded by Alderman Reed, to approve the Consent Agenda items. The motion passed 7-0.
Mayor’s Report:
Applications for the fall Building Improvement Grant will be accepted through June 16th. Get the policy and application on the city’s website. Thank you for everyone’s patience during last week’s movie production. We will still see crews in town a couple more days this month, but they have been very accommodating to our community, and had great things to say about their experience so far. Eli Aerotow, the international giant-scale model event, will be held June 11th – 14th at Eli Field. The Monticello Farmer’s Market begins this Thursday, June 12th in downtown Monticello, and runs weekly through early October. The 70th Piatt County Rodeo is next week, June 19th – 21st, with the Rodeo Parade the 21st at 10am. The rededication of Pfc. Robert C. Burke Memorial Park will be held at 10am on Saturday, June 21st at the park, with a social beginning at 9am.

Ordinance 2025-36: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and Heath Properties, LLC, Concerning the Property Located at 1056 S. Market Street, Monticello, Illinois
Callie McFarland presented the following:
On February 10, 2025, the City Council approved Ordinance 2025-13, a Redevelopment Agreement with Heath Properties, LLC, awarding a Building Improvement Grant to the property owner in the amount of 50% of the total project cost of $650,243, not to exceed $10,000. Due to permitting delays, the developer is unable to meeting the anticipated deadline of June 30th, 2025, and is requesting an extension of the project completion date.
A motion was made by Alderman Koon, seconded by Alderman Woodham, to approve Ordinance 2025-36. The motion passed 7-0.
Ordinance 2025-37: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and Stewarts Family Hardware, Concerning the Property Located at 215 S. Charter Street, Monticello, Illinois
Callie McFarland presented the following:
On January 13, 2025, the City Council approved Ordinance 2025-09, a Redevelopment Agreement with Stewart Family Hardware, awarding a Building Improvement Grant to the property owner in the amount of 50% of the total project cost of $20,031.00, not to exceed $10,000, for the purpose of exterior painting and signage improvements. Due to contractor delays, the developer is not expecting to meet the anticipated deadline of June 30th, 2025, and is requesting an extension of the project completion date.
A motion was made by Alderman Woodham, seconded by Alderman Broadrick, to approve Ordinance 2025-37. The motion passed 7-0.
Ordinance 2025-38: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and Dalten & Kaitlin Temples, Concerning the Property Located at 111 N. State Street, Monticello, Illinois
Callie McFarland presented the following:
On January 13, 2025, the City Council approved Ordinance 2025-05, a Redevelopment Agreement with Dalten & Kaitlin Temples, awarding a Building Improvement Grant to the property owners in the amount of 50% of the total project cost of $32,532.00, not to exceed $10,000, for the purpose of window replacement. Due to contractor delays, the developer is not expecting to meet the anticipated deadline of June 30th, 2025, and is requesting an extension of the project completion date.
A motion was made by Alderman Broadrick, seconded by Alderman Cary, to approve Ordinance 2025-38. The motion passed 7-0.
Ordinance 2025-39: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and R & S Unlimited, INC, Concerning the Properties Located at 110 - 114 W. Washington Street, Monticello, Illinois Callie McFarland presented the following:
On January 13, 2025, the City Council approved Ordinance 2025-12, a First Amendment to a Redevelopment Agreement with R & S Unlimited, Inc., awarding a Building Improvement Grant to the property owner in the amount of 50% of the total project cost of $40,251.57, not to exceed $15,000, for the purpose of signage, façade improvements and masonry. Due to contractor delays, the developer is not expecting to meet the deadline of June 30th, 2025, and is requesting an extension of the project completion date.
A motion was made by Alderman Koon, seconded by Alderman Broadrick, to approve Ordinance 2025-39. The motion passed 7-0.
Ordinance 2025-40: An Ordinance Approving the First Amendment to the Redevelopment Agreement Between the City of Monticello and Kathleen Piatt, Concerning the Property Located at 108 W. Washington Street, Monticello, Illinois Callie McFarland presented the following:
On January 13, 2025, the City Council approved Ordinance 2025-11, a Redevelopment Agreement with Kathleen Piatt, awarding a Building Improvement Grant to the property owners in the amount of 50% of the total project cost of $5,000, not to exceed $2,500, for the purpose of masonry repair. Due to contractor delays, the developer is not expecting to meet the anticipated deadline of June 30th, 2025, and is requesting an extension of the project completion date.
A motion was made by Alderman Broadrick, seconded by Alderman Woodham, to approve Ordinance 2025-40. The motion passed 7-0.
Resolution 2025-41: A Resolution Approving a Contract for the Phase 1 Improvements at Oberheim Park
Terry Summers presented the following:
This project was presented and approved by the City Council for inclusion in the FY2025 General Fund Budget with a proposed expenditure of $8,000,000 for the Phase 1 Improvements to Oberheim Park. The attached bid analysis letter includes the bid tab showing the results of the three bidders. This resolution awards the project to Mid Illinois Concrete & Excavation for $7,133,230.00. The anticipated start date is July 1, 2025 or sooner and project substantial completion date of July 1, 2026.
There was discussion among alderpersons and city administrator about using concrete instead of asphalt and how much would that increase in price. There was further discussion about maintaining both concrete and asphalt in the future. It was stated that city staff could do the work on the concrete, however they would have to out source for the asphalt. It was decided by alderpersons to increase the amount to include concrete in the price due to paying less in maintenance in the future.
A motion was made by Alderman Reed, seconded by Alderman Woodham, to amend the price from $7,133,230.00 to $7,512,586.05 for Resolution 2025-41. The motion passed 7-0.

Resolution 2025-42: A Resolution Approving the Engagement of the Law Offices of Evans, Froehlich, Beth, & Chamley for City Ordinance Counsel
Chief Rob Bross presented the following:
The Monticello Police Department is tasked with enforcing ordinances approved by the City Council.
When residents refuse to comply with abatement letters and requests to comply, a complaint may be filed at the Piatt County Courthouse to request sanctions and/or actions set by a judge. Our previous attorney for ordinance matters sent a letter stating they were taking their practice in a new direction and would no longer file ordinance violations for the City. We searched for another firm to pursue ordinance violations and attorneys with Evans, Froehlich, Beth, & Chamley were highly recommended.
They represent several municipalities and agencies in the area. I met with attorney’s representing the firm and am very satisfied they would successfully represent the City.
A motion was made by Alderman Burris, seconded by Alderman Broadrick, to approve Resolution 2025-42. The motion passed 7-0.
Aldermen Reports
Alderman Reed stated he was glad about moving forward with the ball park.
Alderman Woodham stated I want to say congratulations to everyone who's been involved in this as Mr. Hayes can attest it's been going on for a long time. To finally be at that point where we can tell someone to get the shovels out and get to work, is really just great. It's a great service to our community and will be benefited for years to come.
Police Chief’s Report
Chief Bross stated Farmer’s market is starting Thursday 12pm – 6pm, we will be putting out no parking signs out Wednesday morning on State Street between Main and Washington for this event. Along with stating the no parking on social media.
Fire Chief’s Report
Chief Rupkey reviewed his monthly report and made note of the 42 calls the department received in May. Our first week of training we were doing water supply, hydro training so we had the truck out and we had our gear on when we got a called for a basement fire, therefor it turned into a live burn training.
We also had training with hand tools and saws along with patient assessment. On May 7th we were apart of touch a truck event with numerous other agencies. We were at the Kirby Derby and then we did the Pike High Firefighters Association meeting.
City Administrator’s Report
Terry Summers stated the rededication ceremony for PFC Robert C. Burke Memorial Park will be on Saturday June 21st. Also, we have no construction start date yet on the pavement rehabilitation projects.

A motion was made by Alderman Koon, and seconded by Alderman Broadrick, to adjourn the meeting at 7:29pm.
