City of Monticello City Council met May 12

Here are the minutes provided by the council:

Mayor Stoner called the meeting to order and led the Council in the Pledge of Allegiance. Roll call was taken by the City Clerk.

Roll Call:

Present: CARY, REED, KOON, BURRIS, YOON, WOODHAM, BROADRICK

Absent: LIVELY

Also Present: Terry Summers, City Administrator; Jim Grabarczyk, Planning & Development Director; Maura Metcalf, Finance/HR; Chief Rob Bross, MPD; John Rupkey, Fire Chief

Public Participation:

No public or remote participation.

Consent Agenda:

Claims Report (Claims April 29, 2025 through May 12, 2025)

Meeting Minutes – City Council Meeting Minutes, April 28, 2025

A motion was made by Alderman Burris, seconded by Alderman Broadrick, to approve the Consent Agenda items. The motion passed 7-0.

Swearing-In of Newly Elected Officials

a) Mayor Stoner – Sworn in by City Clerk

b) City Council Members: Mike Koon, Alderman Ward 1; Erik Broadrick, Alderman Ward 2; Cole Cary, Alderman Ward 2; Rodney Burris, Alderman Ward 3; Elaine Yoon, Alderwoman Ward 4 – Sworn in by City Clerk

New Business:

Mayoral Appointments

1) Planning & Zoning Board – Jody Stone (5-year term expires April, 2030)

2) Historic Preservation Commission – Keddy Hutson, Ryan Tracy, Jeff Zumwalt (3-year terms expires April, 2028)

3) Fire and Police Commission – Matt Oliger (3-year term expires April, 2028)

4) City Clerk/City Collector – Robin Throneburg (2-year term expires April, 2027) – Sworn in by Mayor

A motion was made by Alderman Woodham, seconded by Alderman Koon to approve the Mayoral Appointments. Motion passed 7-0.

Ordinance 2025-33: An Ordinance for the Annexation of Certain Property (830 Allerton Road) to the City of Monticello, Piatt County, IL

Jim Grabarczyk presented the following:

Robert M Cox, P.L.S. with Survey Solutions and Woods Place, LLC (owners) has submitted a Plat of Survey for annexation of property known as 830 Allerton Road, located South on Allerton Road just pass the Municipal golf driving range and T-ball fields. Per State Statue 65 ILCS 5/7-1-1 certified mailings were sent out to board members of Allerton Public Library and Mid Piatt Fire Protection District, taxing bodies. No Planning/Zoning board action is necessary for annexation. The Petition for Annexation and the Annexation Plat are attached for your review. Further discussion was made about the walking trail and if it would be affected.

A motion was made by Alderman Broadrick, seconded by Alderman Woodham, to approve Ordinance 2025-33. The motion passed 7-0.

Aldermen Reports

Alderman Koon stated he enjoyed the Whites of Spring this past weekend with numerous new businesses and the Kirby Derby.

Alderman Broadrick stated that there has been a lot of complaints about the tree removal on Main Street and throughout town, however it is a necessity due to the trees being in bad condition. He also stated that there is talk about a new water line going from Main to Piatt. He was told by city staff that there is no water line going in.

Alderwomen Yoon stated she was honor to start this term and encourages the public to reach out with any concerns or issues. She also thanked Tom Pearcy for his past years of service.

Police Chief’s Report

Chief Bross stated Officer Daugherty graduated from the academy a couple of weeks ago and is in her first phase of field training. He also stated the police department along with the fire department participated in touch a truck event at Washington School. This week is police week and they will be celebrating with a cookout.

Fire Chief’s Report

Chief Rupkey reviewed his monthly report and made note of the 37 calls the department received in April. They had blood born pathogen training along with forced entry, small tool review and vehicle maintenance. Dennis Sebens is closing his shop, so they help him moved things and clean it up. Dennis has been a member of the fire department for almost 50 years. We had a firefighter resigned and hired one as well this past month.

City Administrator’s Report

Terry Summers introduce the new Public Works Director Ken Smith. Ken was the former director of Argenta and has numerous skills relating to operating different equipment throughout the City. There is going to be a rededication ceremony for PFC Robert C. Burke Memorial Park hoping for June 21st.

Oberheim bid opening is June 3rd, therefor the agenda information will not be posted until June 6th for the June 9th meeting in order to include all information about the bid.

City Council Meeting Adjournment

A motion was made by Alderman Woodham, and seconded by Alderman Burris, to adjourn the meeting at 7:16pm.
