City of Gibson City Council met May 12

The meeting was called to order at 7:00 p.m. by Mayor Dickey in City Hall Council Chambers.

City Clerk Jan Hall administered the Oath of Office to Mayor Dickey, Treasurer Lorenzen, and Aldermen: Ward 1 – Tongate, Ward 2 – Wyant, Ward 3- Roesch, and Ward 4 -Miller.
Motion to approve Minutes of April 28, 2025, made by Alderman Sarantakos, Alderman Tongate seconded the motion, motion carried 6/0.
Committee Reports:
Alderman Sarantakos -Reported on a meeting of the Pool Committee held May 8, 2025. The committee decided to raise beginning guard pay to $15.00 per hour, with a .25 increase for each year they have worked, and pool guard managers will receive $16.00 per hour. Pool is being filled but will not open on May 31 due to staffing issues. The pool has 5 guards returning, who will be recertified on May 31st, and have 5 new applicants who will need to pass certification. Sarantakos stressed the need for more lifeguard applicants.
Alderman Tongate reported on the Economic Development Committee meeting held next Monday May 5, 2025 @ 6:00 p.m., and the items discussed will be acted on later in the Agenda.
Approval of Bills:
Alderman Miller made a motion to approve 1 TIF-2 checks in the amount of $100,000.00, second to this motion made by Alderman Roesch, motion carried 7/0.
Alderman Wyant made a motion to approve one general fund checks in the amount of $220,157.52, second to this motion made by Alderman Sarantakos, motion carried 7/0.
New Business:
A. City Clerk Jan Hall – Apologized for the error in the meeting dates, stating that the 2nd Monday of this month falls on Memorial Day, therefore the need to move the meeting to Tuesday, May 27th. Alderman Sarantakos made a motion to change the next regular council meeting date to Tuesday, May 27th, 2nd made by Alderman Roesch, motion passed with all in favor.
B. Alderman Tongate received to bids to replace the Farmer’s Market sign and purchase 6 generic yard signs indicating ‘Farmers Market Open today’ for a cost not to exceed $$632.00, work to be done by Kearfott Graphix. Alderman Roesch made the motion to approve the quote from Kearfott Graphix for the replacement Farmers Market sign and six-yard signs ‘open today’..2nd made by Alderman Davis; motion approved 7/0.
C. Alderman Wyant explained the needs of equipment at the Wastewater plant that Supt. Bobera will summarize, noting that all purchases will be usable when the new wastewater plant is built, and also are interchangeable with parts from the water plant. Items needed are Sludge bio-bags, influent & effluent composite samplers per EPA requirements, influent pump level controls, calibrated Excess Flow meter, and various lab items, totaling $77,477.00. Alderman Wyant made a motion to approve these purchases at a cost not to exceed $80k, second made by Alderman Roesch, motion approved 7/0.
D. Discussion & Consideration of request for Business Facade Grant - L&D Upholstery, 212 N. Sangamon. Larry and Debbie Spellmeyer submitted a request to the regular business Façade Grant program, which matches 50% up to $5,000.00 for outside improvements. Their plan includes a new awning, seal 2nd floor windows with steel siding, cover existing wood siding with steel. Motion to approve 50%, or $4,275.00 made by Alderman Tongate, 2nd by Alderman Sarantakos, motion passed 7/0.
E. Discussion & Consideration of Downtown TIF Facade Ordinance #2025-O-08. The Downtown TIF Façade Ordinance purpose is to stimulate upgrades and repairs to businesses located in the Downtown TIF area. The terms permit a single-story business to a $10,000 grant, 2 story - $20,000, and $30,000 for multi-parcels at the same address. Mayor Dickey explained that this is part of the Strategic Plan and hopes to stimulate more improvements in the downtown area. Motion to approve Ordinance 2025-O-08 made by Alderman Sarantakos, 2nd made by Alderman Roesch, motion carried with 7 in favor (including Mayor Dickey’s vote) and Alderman Wyant abstained due to owning property in the Downtown TIF Area.
F. Discussion & Approval of Fiscal Year 2025-2026 Committee Assignments (see attached) Motion made by Alderman Hankes to approve Mayoral committee appointments for the new fiscal year, 2nd made by Alderman Tongate, motion carried 7/0.
