1. Call to Order and Roll Call
With a quorum present, Mayor Marlin called this special meeting of the Urbana City Council to order at 6 p.m.
2. Approval of the Minutes of the Previous Meeting

*Addition of verbiage denoting correction of dollar amount by staff at that meeting. Motion to approve minutes as corrected by CM Wu and seconded by CM Hursey. Voice vote:

Nick spoke in support of Hotel Royer extension. CM Quisenberry read on behalf of Theresa Michelson, see attached. CM Quisenberry read on behalf of Steve and Kenitha Fey, see attached. CM Wilken noted other emails were received will be included in the minutes.

CM Wilken announced upcoming event on December 1st at foursquare church to discuss rezoning of the Lierman Avenue City property. CM Quisenberry noted that he did receive a number of communications about the Hotel Royer.

1. Ordinance No. 2022-11-045: An Ordinance Revising the Annual Budget Ordinance (Budget Amendment #4 - Omnibus) - HRF
Presented by CM Evans. Item amends the budget to account for three key changes: Police retention and recruitment, Human Resources restructuring, and modifications to the criminal investigations office space.
Motion to approve by CM Evans and seconded by CM Wu. Discussion ensued.

Presented by CM Evans. Item authorizes transferring the liquor license to the new owners of The Courier Café following the purchase of the property.
